Fueling Truck Rental for 6 months (approx)

Background
The National Aeronautics and Space Administration (NASA) is issuing this Request for Quotation (RFQ) for the rental of a fueling truck for approximately six months.
The contract aims to support NASA's operations at the Stennis Space Center, MS, by providing a reliable fueling solution that meets specific technical requirements.
This solicitation emphasizes the need for compliance with industry standards and operational readiness.

Work Details
The contractor will provide a fueling truck rental that meets the following specifications:
- Must be a 5K to 7K Jet A Refueler, condition can be new or used.
- Must meet all ATA Standards.
- Engine must be a minimum Tier IV Final, Diesel.
- Transmission must be automatic.
- Tank specifications: 5000 to 7000 gallons, fully baffled, single compartment, with a 20” manhole, overturn protection, and emergency pressure/vacuum vents.
- Pumping system must include:
- Minimum 300 GPM pump
- 300 GPM rated filter/separators
- 300 GPM rated flow meter
- Underwing hose reel with rewind and shut-off valve upstream
- Minimum 50’ aviation grade fueling hose with nozzle conforming to AS5877 and compatible with MS24484 refuel/defuel underwing adapter
- Minimum feed pressure capability of 55 +/- 5 PSI
- Aluminum piping rated for 150 PSI working pressure
- Filtration differential gauge and air eliminator with water defense, relief valve, and drain valve.
- Controls must include an electrically operated Deadman as primary pressure control.
- The cab must have air conditioning.
- Miscellaneous requirements include: minimum one fire extinguisher with mount, static grounding reel (50' minimum), flashing beacon, emergency shutdown, backup alarm, operator's manual, backup camera, chock block holder (desirable but not required), and storage box for spill kit (minimum dimensions: 24" x 24" x 24").
- Maintenance/support includes repair or replacement within three days of notification of breakdown and periodic maintenance as required.

Period of Performance
The period of performance is approximately six months starting from the delivery date until at least January of 2027.
