Description

The Embassy of the United States of America, Jerusalem, invites you to submit a request for proposal for Fuel Supply Services. This is FAR part 12 and part 15 acquisition.

All offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -Commercial Products and Commercial Services with their offer. All responsible sources may submit an offer that shall be considered.

The Embassy intends to conduct a pre-proposal conference, and all prospective offerors are invited to attend. The pre-proposal conference will take place on Thursday December 4th 2025, at 10:00 AM at the US Embassy in Jerusalem located at 10 Ha'Oman St., Jerusalem, Israel. If your company is interested in attending the conference, you are required to submit the names of the people who are going to attend the site visit along with their ID numbers and any questions, to Jerusalemprocurement@state.gov no later than Tuesday December 02nd, 2025 at 13:00 (Jerusalem local time).

It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

In order for a quotation to be considered, you must also complete and submit the following:

  2. Section 1 Pricing.
  3. Section 5, Representations and Certifications; and
  4. Additional information as required in Section 3.

Background
The Embassy of the United States of America in Jerusalem is seeking proposals for Fuel Supply Services. This acquisition aims at ensuring reliable fuel supply for the Embassy's operations. The contract's goal is to provide high-grade heating fuel and vehicle fuel to support the Embassy's mission in Israel.

Work Details
The Contractor shall provide vehicle fuel and deliver high-grade heating fuel to the U.S. Embassy in Jerusalem. The contract type will be a fixed price with economic price adjustment indefinite quantity/indefinite delivery under which firm fixed-price delivery orders may be placed. The Contractor will supply:
- Minimum order per year:
- 10,000 liters of 95-Octane fuel
- 1,000 liters of 98-Octane fuel
- 10,000 liters of Diesel fuel
- Maximum order per year: up to 800,000 liters of fuel.
Fuel must be delivered to various locations including:
- Embassy Annex at 14 Agron Rd., Jerusalem
- Embassy at 14 David Flusser Street, Jerusalem
- Embassy warehouse at 4 Hagalgal Street, Talpiot Jerusalem
- America House at 27 Nablus Rd, Jerusalem
- Various residential properties in Jerusalem. Delivery hours are Monday through Friday from 09:00 to 16:00. The Contractor must also install an electronic fuel charge system in approximately 376 U.S. Government vehicles.

Place of Performance
The services will be performed and products delivered in Jerusalem, Israel.
