Description

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and determining whether to set-aside the requirement for small businesses.

The contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform annual maintenance and functional/operational tests of leak detection and monitoring systems for storage tanks and repair work of the storage tank systems and leak detection monitoring systems to maintain compliance with Government regulations. All services are to be performed primarily on the island of Oahu and other areas within NAVFAC Hawaii. See attached Sources Sought Questionnaire for general scope of work.

The contract term will be a base period of one year, four option periods of one year and one option period of six months. The total term of the contract, including all options, will not exceed 66 months. The Government will not synopsize the options when exercised.

Procurement Method: Contracting by Negotiation.

NAICS Code: 541380; annual size standard is $19,000,000.

Do not submit brochures, letters, etc. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP.

Background
The contract is issued by NAVFAC Hawaii, which is responsible for providing facilities support to the U.S. Navy. The goal of this contract is to ensure compliance with government regulations through the maintenance and repair of fuel storage tank systems and leak detection monitoring systems on the island of Oahu and other areas within NAVFAC Hawaii.

Work Details
The contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform annual maintenance and functional/operational tests of leak detection and monitoring systems for storage tanks. This includes repair work on storage tank systems and leak detection monitoring systems.

The services primarily consist of infrastructure sustainment, minimal restoration, and modernization work. Specific tasks include:
- Maintenance and repair of Underground Storage Tank Systems (UST), Above-Storage Tank Systems (AST), Gas Dispensing Facilities (GDF), and Emergency Generators.
- All maintenance and repair must be performed by personnel trained and certified by the Original Equipment Manufacturer (OEM).
- Certification from manufacturers such as Veeder-Root, Gilbarco, Red Jacket, and Vaporless Manufacturing, Inc. is required prior to working on their systems.
- Personnel must be trained in proper service procedures and hazards involved.
- Recurring Work: Maintain, repair, and alter facilities to ensure they are fully functional.
- Non-Recurring Work: Perform emergency repairs on UST systems to maintain compliance with regulations; written summary reports for each system are required.

Place of Performance
The primary location for performance will be on the island of Oahu and other areas within NAVFAC Hawaii.
