Background
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is initiating a program to provide Fuel Oil Quality Management Testing Support Services. The United States Navy (USN) requires these services to ensure the quality of fuel samples across the fleet, which may also extend to other military branches such as the United States Coast Guard, Military Sealift Command, Army, Air Force, and Marine Corps.

Work Details
The contractor will be responsible for:

1. Supplying and shipping sample bottle kits for fuel collection.
2. Return shipping of fuel samples to the contracted laboratory.
3. Testing and analysis of fuel samples.
4. Quality assurance of test results.
5. Data management and transfer related to testing results.
6. Storage of samples for a specified retain period and shipping of residual aliquot samples to NAVAIR Fuel and Lubricants Branch in Patuxent River, MD.

The fuel sampling kits must include consumable materials for collecting bunker fuel or diagnostic tank samples, ensuring compliance with IATA and DOT regulations for non-hazardous material shipping.

Place of Performance
The services will be performed at various locations across the fleet as well as at the Contractor's fuel laboratory.
