Fuel Delivery System (FDS) or FDS on Charter/Commercial Tanker

Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is conducting a market survey to identify companies with the experience and technology to compete for a contract related to Fuel Delivery Systems (FDS) on commercial tankers.

The goal of this contract is to facilitate the transfer of fuel to U.S. Navy combatants using a contractor-designed FDS capable of operating under various sea conditions.

Work Details
The contractor will provide a commercial tanker (preferably medium range size) equipped with a fixed or modular installed Fuel Delivery System (FDS) station capable of transferring fuel to U.S. Navy ships.

The FDS must utilize a standard replenishment alongside method, connecting a 7-inch diameter fuel hose from the tanker to a probe receiver on the receiving ship. The system must be able to operate in sea state 5 conditions at any time.

Engineering designs, materials, and configurations must receive approval from NAVSEA-Port Hueneme Division prior to fabrication. Examples of existing systems include former MSC T-5 tankers such as USNS Lawrence H. Gianella and USNS Richard G. Matthiesen.

Period of Performance
The laydays for this contract are set to commence on February 2, 2026, or earlier, and will cancel on June 1, 2027.

Place of Performance
Intended delivery ports include USEC, USGC, or USWC; the redelivery port is at the charterer's option.
