Ft. Belvoir Special Construction

Background
The purpose of this justification and approval (J&A) is to obtain class approval to issue multiple Communication Service Authorizations (CSAs) against the General Services Administration’s (GSA’s) EIS Government-wide Acquisition Contract (GWAC) for special construction in support of various established circuits for DISA J-6 Mission Partners (MPs) located in or around Ft. Belvoir.

The goal is to ensure that the necessary telecommunications infrastructure is developed to support ongoing services, with a total ceiling of $14,167,553 based on estimates provided in the attached Ft. Belvoir special projects spreadsheet. This initiative will be funded through fiscal year 2026 operations and maintenance funding.

Work Details
The special construction work required will support circuits already in place on the EIS network solution task order HC1013-22-F-0003. Individual CSAs must be issued to allow each MP to fund their portion of the effort.

Special construction is defined as providing an access arrangement through the implementation, rearrangement, or relocation of physical plant or to implement a different route than that which the contractor would otherwise use. This involves constructing additional infrastructure outside of buildings at Ft. Belvoir, such as cabling or fiber, which is currently insufficient to continue services inside the buildings. The scope includes 30 special construction efforts as referenced in the Ft. Belvoir Special Projects attachment.

Period of Performance
The period of performance will begin at the time of award in fiscal year 2026 and will last until all special construction is complete, as it is non-severable in nature.

Bidder Requirements
The proposed sole source contractor is Verizon Business Network Services LLC, as they are the only provider of existing EIS services at Ft. Belvoir. The justification for sole-source procurement is based on Verizon's unique qualifications and their existing contract for voice and data services necessary for Ft. Belvoir, which ends on July 30, 2032.

Recompeting this task order would delay critical service deployment by a year or more.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a closely related prior contract, GS00Q17NSD3004-HC101321F0148, awarded to Granite Telecommunications for $3,262,340 (07/20/21–07/30/32). The prior work included IPS services with special construction and installation of additional network components (e.g., tiers for WAPs and additional switches), which aligns with the current requirement to perform special construction outside buildings at Ft. Belvoir to extend/continue established telecommunications circuits under the EIS GWAC.
