Defense Logistics Agency (DLA) Troop Support Philadelphia intends to issue an Unrestricted Request for Proposal (RFP) for a Tailored Logistic Support Contract (TLSC). This Tailored Logistics Support (TLS) initiative comprises of providing logistics support for commercial items in the Federal Supply Group (FSG) 80: Federal Supply Classes (FSCs) 8010, 8030, and 8040. The Price Evaluation List (PEL) which includes a list of 500 items has been included as an attachment to the synopsis.

The procurement will be a Fixed Price, Indefinite Delivery/Indefinite Quantity Contract with an Economic Price Adjustment (EPA). The procurement will be for a base period of three (3) years and two (2) two-year option periods. The total contract term will not exceed seven (7) years. The estimated contract value is $700,000,000.00 and the contract maximum is $950,000,000.00. The Government intends to make a single award.

The contract terms will be FOB Destination. Delivery will be CONUS Customer Direct only. A detailed Statement of Work (SOW) will is provided in the solicitation and any offerors will be required to meet the terms and conditions of the solicitation.

FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiations procedures will be utilized. Tradeoff Process in accordance with FAR 15.101-1 will be the source selection approach.

This is a combined synopsis/solicitation for commercial items. The RFP/solicitation is posted to the DLA Internet Bid Board System (DIBBS)
