Description

Solicitation SPE300-23-R-0002 is designed to place Market Ready Fresh Milk, Dairy and Ice Cream items, all fully competitive, on contract for various Department of Defense ("DoD") customers in the Colorado Zone. The resultant contract will be issued as a firm-fixed price IQC with EPA applied to Class I fluid milk items and firm fixed price with two pricing tiers for all other items for the entire term of the contract. The contract period is expected to be from January 8, 2023, to January 3, 2026. Tier 1 will be from January 8, 2023 January 4, 2025. Tier 2 will be from January 5, 2025, to January 3, 2026.

Group 1: DoD Troops located in the State of Colorado

All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA BSM internet Bid Board Systems (DIBBS) at https://www.dibbs.bsm.dla.mil If not registered; prospective offerors will be required to do so prior to reviewing and downloading a copy of the solicitation. RFP's are in Portable Document Format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offerors initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

The contractor must source, purchase, store, and deliver a variety of milk, dairy and ice cream products to DLA Troop Support customers, maintaining acceptable fill rates, customer service levels, and product quality.
Pricing: EPA applied to Class I fluid milk items; firm-fixed price with two pricing tiers for all other items.

Bidder Requirements
Offerors must be current, functioning commercial distributors of fresh milk, dairy and ice cream products (not third-party logistics providers). They must possess EC/EDI-capable computer systems and have the physical, logistical, and financial resources to source, purchase, store, and deliver products.
Offerors must submit third-party warehouse audit reports, such as Sanitation Compliance and Enforcement Ratings of Interstate Milk Shippers or equivalent state or federal sanitation inspection certificates, demonstrating passing scores. Procurement is unrestricted and includes a Historically Underutilized Business Zone price evaluation preference.
Contractors must have a written code of business ethics and conduct within 30 days of award and obtain required base security clearances for drivers, such as RAPIDGate or DBIDS, at their own cost. Offerors must propose on all items in the Schedule of Items and support all customers in the Colorado Zone.
