Background
The United States Patent and Trademark Office (USPTO) is conducting market research for its requirement related to 'Fraud Impersonation AI, Unsupervised AI, and Discovering Impersonations AI'.

The goal of this Request For Information (RFI) is to engage industry participants early in the process to foster innovation and co-create solutions that align with USPTO's mission of granting patents and registering trademarks. This RFI is part of a multi-staged market research effort aimed at identifying capable vendors who can meet the agency's needs effectively.

Work Details
The market research will be conducted in multiple stages:
- Stage One involves an Industry Survey RFI addressing target concerns and requirements, including a questionnaire outlined in Section VI. Participation in this stage is crucial as failure to respond will eliminate vendors from future stages.
- Stage Two invites vendors to submit Concept Papers and present or demonstrate prototype solutions.
- Stage Three identifies final vendors for participation in an Alternative Competition under the Patent and Trademark Office Efficiency Act.
- Stage Four includes the issuance of solicitations, evaluations, and contract awards based on the findings from previous stages. The USPTO may issue multiple solicitations depending on market research results. Specific requirements include automating account monitoring for anomalous filing behavior, identifying high-risk applications for administrative review, automating validation of attorneys' credentials with state bar associations, analyzing account creation data for potential fraud, and detecting credit card misuse associated with fraudulent submissions.
