FR 321 Kinzua Creek AOP Replacement

Background
The USDA Forest Service is issuing this solicitation for the FR 321 Kinzua Creek AOP Replacement project. The agency's mission includes managing national forests and grasslands to sustain the health, diversity, and productivity of these resources for the benefit of current and future generations.

The goal of this contract is to replace a culvert to improve aquatic organism passage and maintain road infrastructure within the Allegheny National Forest.

Work Details
The contractor will provide all labor, materials, tools, and incidentals necessary to perform the following tasks:
1. Install erosion and sedimentation controls (E&S Controls).
2. Remove a 42-inch x 50-inch x 45-foot corrugated metal pipe arch (CPMA).
3. Replace it with a 128-inch x 83-inch x 44-foot CPMA designed for aquatic organism passage (AOP).
4. Reconstruct a 600-foot section of roadway.
5. Place and compact driving surface aggregate on the reconstructed road surface. All work must comply with the Standard Specification for Roads and Bridges on Federal Highway Projects FP-14 and the Forest Service Supplemental Specifications.

Period of Performance
The contractor shall begin performance within 14 calendar days after receiving award notice and complete it within 60 calendar days.

Place of Performance
Hamilton Township, McKean County, within the Bradford Ranger District of the Allegheny National Forest.

Bidder Requirements
This acquisition is set-aside for small business concerns under Total Small Business Set-Aside status. Bidders must provide performance and payment bonds as required. Contractors must be licensed appropriately for construction work in accordance with local regulations.
