The Billings Area Indian Health Service intends to award a commercial, sole source contract under the authority of FAR 6.103-1 to Ostlund's Fire Protection, 685 HIGHWAY 312 HUNTLEY, MT 59037. The company shall provide Fire Sprinkler and Alarm System Testing and Inspection at Fort Peck Service Unit, Poplar and Wolf Point, MT. Ostlund's Fire Protection is the only source of the services in the area. Only one responsible source and no other supplies or services will satisfy agency requirements and is based upon market research

This is not a request for competitive proposal and no solicitation is available. Firms that believe they can provide the service are encouraged to identify themselves and give written notification within 7 days of the publication date of this notice. A determination by the Government not to compete this action is within the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct competitive procurement.

Background
The Billings Area Indian Health Service intends to award a commercial, sole source contract to Ostlund’s Fire Protection for the provision of Fire Sprinkler and Alarm System Testing and Inspection at Fort Peck Service Unit, located in Poplar and Wolf Point, MT. Ostlund’s Fire Protection is identified as the only source capable of providing these services in the area, based on market research conducted by the agency.

Work Details
The contractor shall provide all resources necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW). The contractor is responsible for onsite testing and inspection as required by NFPA 72, Chapter 14, Inspection Testing and Maintenance of the 2010 Edition. This includes completing all quarterly and annual testing and inspection requirements for three clinics: Chief Redstone Clinic, Verne E. Gibbs Clinic, and White Buffalo Clinic.

Specific tasks include:
- Testing and inspection of fire alarm systems including main fire alarm panels, pull stations, smoke detectors, heat detectors, duct detectors, combination fire & smoke dampers, remote annunciators, horn strobes, and strobe lights at each clinic.
- Scheduling site visits quarterly with a minimum notice of 7 days to the Facility Engineer or Maintenance Supervisor.
- Providing detailed written reports after each site visit showing each device tested along with its measured value or pass/fail status.

Bidder Requirements
The contractor must have a minimum of 5 years’ experience in fire detection system installation and maintenance. Technicians sent to complete testing and inspection must meet NFPA 72 requirements (14.2.2.5) and proof of compliance must be provided to the Facilities Engineer prior to any onsite work.
