Answer: Yes it needs to be insulated.

The Federal Bureau of Prisons, Federal Prison Camp, Bryan, TX intends to issue a combined synopsis/solicitation for the requirement of replacement of boiler.

(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ

Number 15B50424Q00000001.

(III) This solicitation is being issued as a total Small Business Set-Aside. The associated NAICS code is 238220. The small business size standard is $19.0 Million.

The contract type is a firm-fixed price. Solicitation has been set aside for Total Small Business.

(IV) This combined solicitation/synopsis is for purchase of the following commercial services:

BOILER UNIT REPLACEMENT

CLIN 0001: SERVICES, NON-PERSONAL, CONTRACTOR TO FURNISH ALL LABOR,

MATERIALS AND EQUIPMENT NECESSARY TO remove and REPLACE existing Boiler at FPC Bryan, Bryan, Texas. in accordance with the Statement of Work.

Period of Performance: 364 calendar days after receipt of award.

With an expectation of supplies being received within 120 days

THE OFFEROR MUST BE CURRENLTY REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) TO BE ELGIBLE FOR AN AWARD.

Offerors or quoter(s) are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Background
The Federal Bureau of Prisons (FBOP), specifically the Federal Prison Camp located in Bryan, Texas, is seeking to replace the existing boiler in the Chapel building. Work Details
The contractor is required to furnish all labor, materials, and equipment necessary to remove and replace the existing Bryan model CL 120-W-100-FDG 1,200,000 BTU flex tube comfort heating boiler with a new non-condensing comfort heating boiler of like output. The scope includes:
- Replacement of all existing flu piping according to manufacturer recommendations.
- Removal and replacement of two existing hot water pump and motor assemblies for hot water circulation throughout the chapel building.
- Replacement of all hot water pipe expansion joints, backflow prevention devices, and butterfly valves located in the boiler room.
- Installation of carbon monoxide monitoring inside the mechanical room connected to boiler controls for automatic shutdown if unsafe levels are detected.
- Compliance with all applicable local, state, and federal laws during execution.
Additionally, the contractor must ensure that all installers are qualified and licensed for installation and testing. The contractor is responsible for obtaining any necessary permits and must submit copies to the Contracting Officer’s Representative (COR).
