FPAC Common Farm Program Systems (CFPS) & Subsidy and Disaster Systems (SaDS) - Sole Source

Background
The Farm Service Agency (FSA) is seeking to provide technical support services to deliver consistent, modern, and cost-effective business solutions for itself and other agencies it partners with. The primary goal of this contract is to support IT projects authorized under the Agriculture Improvement Act of 2018 (Farm Bill) and any future farm bills, as well as potential ad hoc legislation that may require new programs or changes to existing programs.

Work Details
The scope of work includes a range of technical services such as:

- Requirements determination
- Analysis
- Design
- Configuration
- Construction
- Unit and integration testing
- Deployment support
- Maintenance support
- Production support for existing and new custom, Commercial Off-The-Shelf (COTS), or hybrid systems referred to as Farm Programs (FP) Systems.

The contractor will provide immediate access to necessary resources and institutional knowledge, ensuring no lapse in service during critical periods such as the Emergency Loan Program under the $10B ECAP program. The justification for a sole source award to CITI is based on their unique qualifications, including immediate access to government systems, which no other vendor can match within the required timeframe. The onboarding process for new vendors typically takes 30-90 business days, which would not allow sufficient time for knowledge transfer or service continuity. Additionally, factors such as security adjudication, badging, government-furnished equipment issues, and knowledge capture further complicate the transition to a new vendor.

Period of Performance
The current contract is set to end on March 26, 2025. The bridge task order will accommodate continuing support until a competitive follow-on acquisition is completed.

Place of Performance
The services will be performed at locations determined by the USDA and FSA.
