Four US Flag Tugs for Naval Base Pearl Harbor, HI

Background
The Military Sealift Command (MSC) is seeking to contract for four U.S. flag tugs to provide harbor support services and ship handling at Joint Base Pearl Harbor-Hickam, HI.

This contract aims to fulfill requirements that cannot be met by government-owned or controlled vessels. The goal is to ensure effective maritime operations in the region.

Work Details
The contractor will provide four time-chartered U.S. flag tugs for various harbor support services, including but not limited to:

(a) Towing, twisting, mooring, berthing, docking, streaming, shifting, assisting, pulling, and escorting various vessel types;

(b) Transfers of pilots and Government personnel by tug;

(c) Emergency support services for weather conditions, vessel incidents, oil spills, search-and-rescue operations;

(d) Line handling;

(e) Providing personnel to board a tow;

(f) 24-hour availability of Owner's Representative staff to respond to Government requests.

Place of Performance
The services will be performed at Joint Base Pearl Harbor-Hickam, HI and the surrounding navigable waters of Oahu Island.
