Request for Proposals 951700-24-R-0091: FOUR (4) NEW SHORTWAVE TRANSMITTER SYSTEMS FOR USAGM KUWAIT TRANSMITTING STATION, AL JAHRA, KUWAIT

This Opportunity is a Request for Proposals (RFP) for FOUR (4) new Shortwave Transmitter Systems for USAGM Kuwait Transmitting Station, Al Jahra, Kuwait. If you would like to submit a proposal, follow the instructions in the RFP, complete the required portions of the attached documents, and submit your proposal via email to Contracting Officer, David Wallace: dwallace@usagm.gov with a copy to Contract Specialist, Rodney Nelson: rnelson@usagm.gov.

The Government intends to award a Contract to the responsible offeror submitting a proposal which has been determined to be the best value to the Government. USAGM intends to award a Contract based on initial proposals without holding discussions, although USAGM reserves the right to conduct discussions with the offeror or offerors.

Background
The United States Agency for Global Media (USAGM) is seeking proposals for the procurement of FOUR (4) new Shortwave Transmitter Systems for the USAGM Kuwait Transmitting Station in Al Jahra, Kuwait. The USAGM intends to award a contract based on initial proposals without holding discussions, although it reserves the right to conduct discussions with the offeror or offerors. Questions concerning this Request for Proposals (RFP) must be submitted electronically via email to the Contracting Officer and the Contract Specialist by a specified date. Proposals must also be submitted electronically via email to the Contracting Officer and the Contract Specialist by the RFP closing date and time.

Work Details
The Contractor is required to provide FOUR (4) new Shortwave Transmitter Systems to the USAGM Broadcasting Station in Al Jahra, Kuwait, including delivery, installation, commissioning, training, onsite/telephonic technical support, repairs, and spare parts as required. The minimum technical requirements for the Shortwave Transmitter Systems include specifications for carrier output power, frequency range, emission, remote control and monitoring capabilities, digital radio mondiale integration, RF feeder sections, VHF output filter, cooling and heat exchange systems, safety features, and documentation.
The Contractor shall also provide an installation and commissioning plan that includes packing and delivery of transmitter systems from the factory to Kuwait; electrical and cooling requirements; project timeline; list of materials for interconnecting transmitter systems; and a commissioning plan. Additionally, technical support services including 24/7 telephonic support are required after completion of installation and commissioning. Optional services such as annual on-site maintenance visits, installation and repair services, technological refresh and upgrades are also outlined in the solicitation.

Period of Performance
The completion of all items identified in CLINS 0001 through 0007 will be within three years from the date of contract award. Optional CLINS 0008 through 0013 will be exercised as needed upon completion of CLINS 0001 through 0007.

Place of Performance
The Contractor shall have access to the USAGM Kuwait Transmission Station in Al Jahra, Kuwait from Sunday to Thursday between 7:00 am to 3:30 pm Arabia Standard Time (UTC +3).
