1. Purpose

The purpose of this procurement is to acquire four (4) Illumina MiSeq i100 Plus desktop genomic sequencing systems to support the FDA's Human Foods Program (HFP). These systems will replace aging sequencers currently in use and enable high-throughput, cost-effective, and rapid sequencing critical for food safety surveillance, regulatory compliance, and the development of novel genomic applications. The acquisition directly supports FDA's mission to enhance public health through timely detection and characterization of foodborne pathogens in regulated products.

Background
The U.S. Food and Drug Administration (FDA) is seeking to acquire four (4) Illumina MiSeq i100 Plus desktop genomic sequencing systems to support its Human Foods Program (HFP).

This acquisition aims to replace aging sequencers currently in use, ensuring continuity in sequencing methods critical for food safety surveillance and regulatory compliance. The FDA's mission is to enhance public health through timely detection of foodborne pathogens.

Work Details
The contract involves the procurement of four (4) Illumina MiSeq i100 Plus systems, which must meet the following specifications:
- Single instrument capable of whole genome sequencing of bacterial and viral organisms.
- Maximum dimensions: 24"W x 28"D x 30.1"H for benchtop placement.
- Embedded computer with data analysis software for data collection and analysis.
- Flow cell sizes ranging from 5M to 100M.
- Read lengths between 2 x 150 base pairs (bp) and 2 x 500 base pairs.
- Sequencing run time of less than 24 hours, producing up to 100 million single-end reads per run with a data output range of up to 30 gigabytes per run.
- Includes readily available reagent kits for library preparation and sequencing, an embedded touchscreen monitor, integrated control software, and a hardware-accelerated DRAGEN Bio-IT secondary analysis pipeline or equivalent.
- A manufacturer-provided warranty covering parts and labor for twelve months is required.

Period of Performance
Delivery shall be completed within six weeks of award, with a one-year warranty beginning on the date of Government acceptance.

Place of Performance
Delivery locations include: FDA CPK1 Facility (College Park, MD), FDA MOD1 Facility (Laurel, MD), FDA Moffett Facility (Bedford Park, IL), and FDA Gulf Coast Seafood Lab (Dauphin Island, AL).

Bidder Requirements
Bidders must ensure that all hardware, firmware, and software comply with FDA and HHS standards for information system security.

The contractor must provide all reagents required for testing installation and verifying system operation. Contractor personnel must complete background investigations and sign non-disclosure agreements as required.
