The purpose of Amendment 0001 is to provide the Pre-Bid Site Visit Attendance Sheet and VA responses to Requests for Information (RFI) questions, as follows:
a) See attachment S04 Pre-Proposal Conference Attendance Sheet for project site visit participation.
b) See continuation page for VA response to RFI questions.
All other terms and conditions will remain unchanged.

Project Title: Phase 3 Expansion & Improvements - Additional Road Repairs

Project Description: Provide all labor, materials, equipment, and supervision to complete the work described in the
in the Statement Of Work, the Bid Items List, and construction drawings and specifications to complete
the additional road repairs at the VA Fort Sam Houston National Cemetery in San Antonio, TX.

This Invitations for Bids (IFB) is issued as a 100% set-aside for Service-Disabled Veteran-Owned Small Business
(SDVOSB). The project estimated magnitude for this project is between $1,000,000 and $2,000,000.

NAICS Code for this procurement is 237310 Highway, Street, and Bridge Construction (size standard of $45M)
Product Service Code (PSC): Z2LB Repair or Alteration of Highways, Roads, Streets, Bridges, and Railways
In accordance with FAR 52.236-3, Interested Bidders are strongly encouraged to attend the scheduled Pre-Bid Site Visit.

Background
The Department of Veterans Affairs (VA) is issuing this solicitation for the Fort Sam Houston National Cemetery (FSHNC) to provide necessary road repairs as part of the Phase 3 Expansion & Improvements project.

The National Cemetery Administration (NCA) is responsible for delivering services and benefits to Veterans, including maintaining national cemeteries. The goal of this project is to enable the cemetery to continue providing burial services for eligible veterans within a 75-mile service area, serving a veteran population of approximately 293,000.

Work Details
The contractor will provide all labor, materials, equipment, and supervision necessary to complete the additional road repairs at the VA Fort Sam Houston National Cemetery in San Antonio, TX. The scope includes:
1. Repair of existing roads Austin Circle, Austin Loop, and Medina Loop which involves:
- Demolition of curb/gutter and pavement
- Survey and grading
- Implementation of Stormwater Pollution Prevention Plan measures
- Road construction and curb/gutter placement
- Inclusion of all general requirements such as overhead & profit, bonding, insurance, etc.
2. Bid Item II (Additive Option): Repair of an existing section of San Antonio Boulevard with similar tasks as outlined above.

Period of Performance
The contract period of performance will be 180 calendar days from the issuance of the Notice to Proceed (NTP).

Place of Performance
The work will be performed at the VA Fort Sam Houston National Cemetery located at 520 Harry Wurzbach Rd, San Antonio, Texas, 78209.

Bidder Requirements
Bidders must be Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contractor is required to furnish performance and payment bonds. Bidders are encouraged to attend a pre-bid site visit as detailed in the Instructions to Bidders.
