Description

Mission and Installation Contracting Command (MICC) - Fort Eustis, Virginia, anticipates awarding one (1) competitive Service Disabled, Veteran Owned, Small Business Firm-Fixed Price (FFP) contract. This is a recurring requirement consisting of work supporting the Survival, Evasion, Resistance, and Escape (SERE) program to be completed at Fort Rucker. This requirement will provide Level C Full Spectrum SERE at Rucker, AL. The anticipated period of performance, May 26 2023 to 25 May 2028, will be a three-month Phase-In, a nine-month Base Period, and four one-year Option Years. This is a posting of the DRAFT SOLICITATION for this requirement only, and NOT the actual solicitation. The anticipated posting date for the solicitation has yet to be determined. The applicable NAICS code is 611699 All Other Miscellaneous Schools and Instructions, with a small business size standard of $14.5M. No paper copies of the solicitations will be issued. All documents, including the solicitation W9124G22R0008 and all amendments to the solicitation, will be obtainable via SAM.gov. Contractors are strongly cautioned to check the website periodically for amendments. All questions and recommendations on how this draft solicitation can support industry better is strongly recommended. The draft solicitation and question / recommendation period will end on 16DEC2022. Background
The Mission and Installation Contracting Command (MICC) - Fort Eustis, Virginia, anticipates awarding one (1) competitive Service Disabled, Veteran Owned, Small Business Firm-Fixed Price (FFP) contract. This is a recurring requirement consisting of work supporting the Survival, Evasion, Resistance, and Escape (SERE) program to be completed at Fort Rucker. The anticipated period of performance will be a three-month Phase-In, a nine-month Base Period, and four one-year Option Years.

Work Details
This is a non-personal services contract to provide Full Spectrum Survival, Evasion, Resistance and Escape (SERE) Level C Instruction and instructional support services. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Full Spectrum SERE Level C Instruction and instructional support services as defined in this Performance Work Statement. Students comprise those individuals whose duties place them at a high risk of isolation or capture. All Officers who have branched Aviation are required to graduate from the U.S. Army level C SERE School at Fort Rucker prior to starting their Advanced Aircraft Track.

Period of Performance
The anticipated period of performance for the contract is from May 26 2023 to May 25 2028. It will consist of a three-month Phase-In period, a nine-month Base Period, and four one-year Option Years.

Place of Performance
The contract work will be performed at Fort Rucker in Alabama.
