Description

The contractor shall provide all personnel, equipment to service and maintain, supplies to service and maintain, facilities, transportation, tools to service and maintain, materials to service and maintain, supervision, and other items and non-personal services necessary to perform Service and Maintenance for the ICIDS alarm system as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. An Intrusion Detection System provides early warning of an intruder; precludes unauthorized entry; and prevents the introduction of harmful devices, materiel, and components. If vulnerable activities are not protected by IDS, Arms Rooms and SCIFs would have to provide armed guards for their areas, MEVAs would be unprotected, and money handling activities would see an increase in theft and vandalism.

Background
The Integrated Commercial Intrusion Detection System (ICIDS) Maintenance Contract is issued by the government to ensure the operational integrity of the ICIDS alarm system at Fort Meade, Maryland. The contract aims to provide early warning of intrusions, prevent unauthorized access, and mitigate risks associated with sensitive areas such as Arms Rooms and SCIFs. The contractor is responsible for maintaining the system to avoid the need for armed guards and reduce theft and vandalism risks.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to perform service and maintenance for the ICIDS alarm system. Specific tasks include:
1. Performing inspections, maintenance, routine testing, installation, and repairs on the ICIDS Automated Entry Control Systems (AECS) and Intrusion Detection Systems (IDS), including head-end equipment in Building 6619.
2. Conducting cybersecurity updates and software diagnostics including quarterly scans for vulnerabilities.
3. Providing emergency maintenance services as needed with a cap of $6,200 per year for unscheduled repairs.
4. Developing a quality control program to ensure compliance with performance standards outlined in the Performance Work Statement (PWS).

Period of Performance
The contract has a base period of performance from April 1, 2025 to March 31, 2026, with four optional renewal periods each lasting twelve months.

Place of Performance
The work will be performed at various locations within Fort George G. Meade, Maryland.
