Amendment 0001 Posted 24 Jul 23. The purpose of this amendment is to: 1. Extend question period to 28 July 2023 at 3:30 PM (CST); See revised Section L; 2. Extend Solicitation submittal period to 10 August 2023 at 2:00 PM (CST); Bid opening will be on 10 August 2023 at 2:00 PM (CST). A signed copy of the Amendment shall be submitted with the contractor's bid.

Except for those items specified as government furnished property (GFP) and services, the Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to: perform all operations for the collection and disposal of refuse and recoverable materials generated at FLW and LORA; operate the FLW Recycling Center, Compost / Clean Fill Area and Brush / Stump Area; facilitate e-waste recycling events; and recycle or dispose of used oil, as defined in this Performance Work Statement (PWS). The Contractor shall determine the best disposal method for solid waste management to avoid picking up an empty dumpster or container. The disposal method shall be approved by the COR. The Contractor shall empty recycle/refuse containers, compacters, and roll-offs as required in this PWS and as required in the TEs. The Government reserves the right to direct the Contractor to relocate refuse and recoverable material collection points, to decrease or increase the number of collection points without additional expense to the Government as long as it does not increase the overall collection points by more than +/- 15% of the original number. In the event of demand fluctuations, frequency adjustments above or below 15% must be approved by KO. The Contractor shall remove all litter and waste on the ground within a ten (10) foot radius of the container. The Contractor shall track and report to the COR/ACOR all container weights and number of services per week. The Contractor shall perform services IAW approved scheduled routes for pick-up and respond to calls for service when dumpsters reach full before scheduled pick-up.

Background
This is a non-personal services contract to provide Solid Waste and Recycling Services. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contractor service providers shall be accountable solely to the Contractor who, in turn is responsible to . The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary as defined in this PWS.
Refuse services are required on every Army Installation. This PWS outlines the current requirements at Fort Leonard Wood, Missouri.

Work Details

Period of Performance
The PoP consists of one (1) base period of six months and four (4) option years each of twelve months.

The work will be performed at the locations listed in Technical Exhibits (TE) 2 through 6.
