CONTRACT INFORMATION: This is a Pre-solicitation Synopsis Notice for a new Total Small Business set aside acquisition to construct a Supply Support Activity (SSA) Warehouse at Fort Hood, Texas. Firms will be selected based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be awarded. The contract is anticipated to be approximately awarded in September 2019. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted.

The United States Army Corps of Engineers (USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost effective.

PROJECT INFORMATION: Construction range is between $10,000,000 and $25,000,000. This contract is a Design Bid Build for the construction of a SSA Warehouse at Fort Hood, Texas. This project is required to provide adequate Supply Support Activity Warehouse. Fort Hood has no existing facilities that adequately support SSA operations. Insufficient hardstand and vehicle parking areas result in units require modern SSAs, with adequate space for storage while properly protecting the SSA inventory from loss and weather damage.

The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the construct a SSA Warehouse at Fort Hood, Texas, as specified in the solicitation that will be attached to the future Invitation For Bid (IFB). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements. The warehouse is estimated to be a total of 30,960 sqft. Facilities include an overhead canopy, organizational vehicle parking, building information systems, fire protection and alarm systems, and Energy Monitoring Control Systems (EMCS) connection. Special Foundations are required. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, low impact development, information systems, landscaping and signage. Heating and air conditioning will be provided by self-contained systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Cyber Security Measures will be incorporated into this project. Sustainability/Energy measures will be provided. Air Conditioning (Estimated 67 Tons).

SUBMISSION INFORMATION: An Invitation for Bid (IFB) solicitation is anticipated to be issued around 19 August 2019. The North American Industrial Classification System (NAICS) code applicable to this project is 236220 "Commercial and Institutional Building Construction ", which corresponds to FSC Y1AZ. The Small Business Size Standard is $36.5 Million. This procurement will be solicited in accordance with FAR 14, Sealed Bidding. There will be a public bid opening around 22 September 2019. Plans and specifications will not be provided in a hard paper copy since electronic copy of the solicitation with specifications and drawings will be posted on Fed Biz Opps (www.fbo.gov). Prospective contractors must be registered in SAM prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be obtained at http://www.sam.gov.
