Fort Hood Paving IDIQ   7

Mission and Installation Contracting Command (MICC) Fort Hood is issuing a SOLICITATION for an Invitation for Bids (IFB) firm fixed price Multiple Award Indefinite Delivery Indefinite Quantity (ID/IQ) Paving construction contract to construct new parking lots, new asphaltic, paved roads, resurface existing pavements, pavement striping, repairing tank trails, concrete work, landscape work, constructing new tank trails, and construction tank trail low water crossings at any location that is owned by the Fort Hood Reservation. This acquisition is 100% Total Small Business set aside under NAICS 237310 Highway, Street and Bridge Construction (Size Standard $39.5 Million). The magnitude of the procurement is estimated to be between $100,000,000 and $250,000,000.

The purpose of this project is to construct paving requirements on Fort Hood. The contractors shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX20220007 02/25/2022, Superseded General Decision Number: TX20210007; State: Texas; Construction Type: Heavy and Highway County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3 million. Performance and payment bonds must equal 100 percent of the original Task Order contract price. An organized site visit will be conducted for this procurement on September 8, 2022 at 10:00 A.M. CDT. Details of that site visit will be available in the solicitation.

Bid opening will be conducted on January 19, 2023 at 2:00 P.M. CST please refer to the Solicitation for additional details. Contract performance completed within the timeline specified in individual task orders. The technical exhibits will be available for inspection without charge thru the Government wide Point of Entry (SAM.gov https://SAM.gov/). No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award. Bidders shall ensure SAM information is current.
