THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY.This announcement closes 12:00 p.m. Eastern Time on Tuesday, 14 March 2023. The Government is seeking industry input from only SBA 8(a) Business Development Program sources at this time. The applicable North American Industry Classification System (NAICS) for this requirement is 561210, Facility Support Services, with a corresponding size standard of $47M. Interested parties must be registered under NAICS 561210 in the System for Award Management (SAM) at www.sam.gov. The Government plans to consider all information submitted in response to this Sources Sought Notice.

The 633d Contracting Squadron, Langley AFB VA, is in the process of determining the acquisition strategy to obtain non-personal services for the Fort Eustis Base Maintenance Contract. Tasks for the Fort Eustis Base Maintenance Contract shall include, but are not limited to, the following; all related Contractor administrative services required to perform unscheduled work, sustainment work (preventive maintenance), corrective maintenance and enhancement work which are not to be limited to: minor repair work, building automation or controls, material requisitioning, quality control (QC), financial control, and correspondence to meet Performance Work Statement (PWS) requirements. The Contractor shall provide all services, materials, supplies, transportation, supervision, labor, and equipment, to perform public works functions that support base operations at Fort Eustis, VA.

Background
The 633d Contracting Squadron at Langley Air Force Base, Virginia, on behalf of Joint Base Langley–Eustis, is planning to award a Fort Eustis Base Maintenance Contract to acquire non-personal facility support services. The contract will sustain base operations at Fort Eustis, Virginia, through unscheduled emergency work, preventive maintenance, corrective maintenance, enhancement work, and related administrative support across multiple functional areas.

Work Details
The Contractor shall:
- Provide all services, materials, supplies, transportation, supervision, labor, and equipment to perform public works functions supporting base operations at Fort Eustis, VA.
- Perform work classification and management: classify and execute preventive maintenance (PM), service requests (SR), scheduled sustainment, corrective maintenance (CM), and enhancement work per Technical Exhibits (e.g., TE 5-002, TE 5.4-002, TE 5.6-006).
- Execute emergency unscheduled tasks (Priority 1) within 24 hours; scheduled preventive maintenance (Priority 2A) and scheduled sustainment/corrective maintenance (Priority 3A/3B/3C); enhancement work (Priority 4A/4B).
- Develop and submit a Service Plan within 30 days of award, including frequencies, standing operating procedures, staffing, and detailed management plans for utility systems, and specific emergency plans (Snow and Ice Removal Plan, Storm Debris Removal Plan, Flooding Plan, Freeze-Up Plan).
- Operate a 24/7/365 Service Request reception desk, receive and document SRs in NexGen or approved software, correctly classify tasks, input labor hours and material costs within one week, and coordinate clarifications and closures with Facility Managers.
- Schedule and coordinate all work requests, including special event scheduling, facility projects, and work task proposals, conduct site visits, prepare proposals with at least three quotes, and execute via Letters of Direction.
- Provide a co-located TRADOC Dedicated Maintenance Team at Building 950 to perform daily inspections, identification of deficiencies, semi-annual inspections, and unscheduled and scheduled support capabilities (e.g., filter replacement, light bulb replacement, clogged sink repairs, painting, floor/stair repairs, door/window repairs).
- Establish and maintain a supply station at Building 950, provide minor repair supplies and limited storage space, and manage facility maintenance support for TRADOC facilities.
- Perform environmental compliance tasks: asbestos abatement (with approved plan and PPE, medical screening per 29 CFR 1926.62), lead-based paint removal (approved plan, medical screening), mold remediation using key engineering controls, wet vacuum, HEPA vacuuming, discarding unsalvageable materials, and replacement of ceiling tiles and insulation.
- Provide ceremony and special event support, staging and scaffolding services, disconnection/reconnection of privatized utility services, and hurricane/storm/natural disaster response per the Severe Weather Emergency Action Plan (SWEAP).
- Execute paved surface maintenance: sweeping and cleaning, grading of gravel and earth surfaces per Technical Exhibit 5.3-001, parking lot and crosswalk painting conforming to VDOT and UFC specifications, spot repair of bituminous and concrete pavements per AFI 10-1032, TM 5-624, TM 5-822-7, and shoulders, road shoulder maintenance and vegetation control.
- Conduct grounds maintenance support: vegetation control along fence lines, landfill and warehouse perimeters, storm drainage system, turf pest surveys, ornamental plant and tree pest inspections, weed control (April–October) as specified in DLRS507 series, and medically important pest control (RIFA, bees, wasps, black widow spiders) with immediate response.
- Implement an energy and utilities program: perform maintenance, repair, retrofit, decommissioning, calibration, inspection, monitoring, and verification of HVAC, electrical, water, natural gas, and lighting systems; install energy-efficient lighting and controls; upgrade equipment per Executive Orders 13423, 13514, 13693; maintain HVAC set points; install alternative heating mechanisms; develop and implement an Energy and Utility Conservation Plan (DLRS104R002).
- Develop and maintain a Quality Control Program and Quality Assurance Surveillance Plan, submit monthly Quality Control Reports (DLRS103R002), conduct Performance Evaluation Meetings, implement corrective actions, and allow Government surveillance per the Services Summary and Performance Requirements Summary.
- Submit an Equipment Plan within 30 days of award (DLRS401R001) listing major equipment by functional area; calibrate, test, and certify confined space meters; provide and maintain all tools, small equipment, and materials (equal or better than those replaced), maintain stock levels, and comply with safety and environmental requirements.

Period of Performance
A 30-day Phase-In/Transition period followed by a one-year base period and four one-year option periods.

Fort Eustis, Virginia (Joint Base Langley–Eustis), including base facilities and Building 950.
