This is a combined synopsis/solicitation for commercial items/services prepared in accordance with FAR subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation Number: W15QKN-24-R-5013, issued as a Request for Proposal.

(iii) The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01, Effective 13 May 2021.

(iv) Other than full and open competition, 100% Small Business set-aside, NAICS code 561730, Size Standard: $9,500,000.00.

Background
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with subpart 13.5. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Contracting Command – New Jersey (ACC-NJ) on behalf of the United States Army Garrison Fort Devens DRFTA has a requirement to procure Grounds Maintenance Services. The scope of this requirement is for the contractor to provide Grounds Maintenance Services to USAG Fort Devens in accordance with the Performance Work Statement.

Work Details
The tasks include mowing, edging, and trimming the Improved Grounds, fertilizing and liming, aerating and overseeding, pest control, spring debris removal, spring lawn repair, spring tree and shrub pruning, fall debris removal, fall tree pruning, clear fence lines, plant main cantonment planters, plant new trees, perennial beds and tree mulching, herbicide treatments.
The work will be performed during specific periods as detailed in the Performance Work Statement.

Period of Performance
The period of performance for this effort shall consist of a 12-month base period from date of contract award and four 12-month option years.
