Fort Detrick Elevator Inspection Testing & Maintenance

Background
The U.S. Army Garrison at Fort Detrick is issuing this contract to provide maintenance services for hydraulic hybrid and gearless traction MRL elevators. The goal is to ensure that these elevators remain operational for compliance with fire safety regulations and the Americans with Disabilities Act (ADA). This contract follows a previous agreement (W91QV1-21-C-0017) and aims to maintain the elevators in a fully operational state to avoid threats to life.

Work Details
The contractor will provide all necessary personnel, equipment, supplies, transportation, tools, materials, supervision, and other non-personal services required for routine maintenance and emergency repairs of nineteen (19) elevators at Fort Detrick. Services include:

- Monthly inspections and maintenance;
- Annual no-load tests;
- Five-year full-load tests;
- Annual TPQEI inspections as per Federal and State codes;
- Monthly reports;
- Emergency dispatch support;
- Minor repairs.

The contractor must ensure compliance with NFPA 72 standards for fire egress and ADA requirements.

Period of Performance
The contract will be performed over a period of one base year (12 months) with four optional years, each lasting 12 months.

Bidder Requirements
Bidders must meet the following requirements:

- Be registered as a Service-Disabled Veteran-Owned Small Business (SDVOSB);
- Possess the necessary contractor licensing for elevator maintenance in Maryland;
- Provide evidence of qualifications and certifications for personnel performing maintenance;
- Submit a Quality Control Plan within 14 days after contract award;
- Maintain performance standards as outlined in the Performance Work Statement.
