This solicitation is being amended to include two additional requirements for pricing clarity. Two task orders are part of this solicitation under the D contract. For reference, they will be referred to as Task Order 1 and Task Order 2.

4-7-2025 UPDATE: To all potential interested parties, the amended solicitation is posted. This is a Firm Fixed Priced (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum order value of $100,000. The contract is for a 30 calender day ordering period with the Government having the option to place orders on an as-needed-basis. Unit Density List will be provided upon execution of Task Orders. Reference 25-Q-0023 Amended Solicitation V3 in the attachments.

*Option Year CLINS for the proposed contract now specify that an additional 30 days may be needed to include possible weekend work.

Contractor shall provide non-personal services related to Material Handling Equipment (MHE) operations to include loading, unloading, and transporting both containerized and non-containerized military equipment as specified in the contract. This includes the use of forklifts, crane, RGNs and flatbed trucks to safely move equipment weighing up to 100 tons, as well as handling containerized equipment in various configurations, such as quadcons and TEUs, and non-containerized military vehicles.

The contractor shall supply six (6) 36K Forklift w/ operators, ten (10) flatbed trucks w/ operators, one (1) 200T crane w/ operator, and four (4) Light RGNs on Mondays through Fridays during the hours of 0730 to 1700. If work on weekends is required, prior coordination will be accomplished with the Contracting Officer Representative (COR) and contractor to be approved by the Contracting Officer (KO).

Period of Performance: 21 April 2025 to 15 May 2025. (This will account for 19 days of work, Mon-Friday 0730-17:00).

Background
The contract is issued by the U.S. Government to provide non-personal services related to Material Handling Equipment (MHE) operations for the 1st Air Cavalry Brigade, 1st Cavalry Division at Fort Cavazos, TX.

The goal of this contract is to support the redeployment of military equipment, which requires specific equipment and personnel to safely load, unload, and transport both containerized and non-containerized military materials.

Work Details
The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items required to perform MHE operations. This includes:
- Loading, unloading, and transporting military equipment weighing up to 100 tons using forklifts (six 36K Forklifts with operators), flatbed trucks (ten flatbed trucks with operators), a crane (one 200T crane with operator), and Light RGNs (four Light RGNs).
- Handling containerized equipment in various configurations such as quadcons and TEUs as well as non-containerized military vehicles.
- Simultaneous uploading and downloading of containerized equipment across several battalion footprints located along Hell on Wheels Ave and W Ivy Division Road.
- Uploading non-containerized equipment from line haul sites to designated locations including motor pools and company operation facilities (COF) while ensuring compliance with operational timelines and safety standards.

Work will be conducted Monday through Friday from 0730 to 1700 hours; weekend work may be required upon prior coordination with the Contracting Officer Representative (COR) and approval from the Contracting Officer (KO).
