Background
Refuse and Recycle collection is a necessary ongoing service that will be required as long as Fort Carson is an active military installation. Fort Carson is located in El Paso County, Colorado and extends southward into Pueblo and Fremont counties and consists of approximately 137,000 acres and 1100 buildings. The population base consists of approximately 124,700 military, Government civilian, and Contractor personnel, as well as resident family members.

Work Details
The contractor shall operate and maintain Fort Carson’s recycle centers and provide necessary support required to pick up containers filled with recyclable products at various locations around post. The contractor shall deliver recyclable products to local vendors when required. Items that are recycled include cardboard, wood, plastics, paper, aluminum/tin cans, scrap metal, brass from expended rounds, toner cartridges, electronics, mattresses and any other materials deemed by the government to be candidates for recycling.
The contractor shall perform schedule routes for pick-up and respond to calls for service. The contractor will make appointments for the sale and delivery of brass. Contractor will perform all deforming, packaging and loading of brass for delivery. The government retains the rights to the recycled materials and any proceeds from the sales of these materials.

Period of Performance
The Period of Performance (PoP) consists of 5 years and 0 months. The PoP is as follows: Phase-in/out Period (N/A), Base Period (1 January 2022 – 31 December 2022), Option Period I (1 January 2023 – 31 December 2023), Option Period II (1 January 2024 – 31 December 2024), Option Period III (1 January 2025 – 31 December 2025), Option Period IV (1 January 2026 – 31 December 2026)

Place of Performance
The work to be performed under this contract will be performed at the locations listed in Technical Exhibit (TE) 02A and 02B.
