Background
The United States Army Forces Command (FORSCOM) is issuing this solicitation for Language and Culture Services to address the growing demand for language and cultural capabilities within the Department of Defense (DOD).

The program aims to support commanders by providing tailored language instruction and cultural training that meets the unique needs of military personnel engaged in global operations. The contract will facilitate both on-site and virtual training environments, ensuring that service members are equipped with necessary language skills and cultural understanding.

Work Details
The contractor shall provide comprehensive Language and Culture Services, which include:
1. Instruction in foreign languages tailored to adult learners, utilizing native-speaking instructors who create authentic lesson plans.
2. Development of curriculum and training materials based on Interagency Language Roundtable (ILR) proficiency levels, incorporating current theories in Second Language Acquisition (SLA) and Adult Education.
3. Integration of culturally relevant content into lesson plans, including military terminology, cross-cultural competence, and operationally relevant scenarios.
4. Use of technology and online learning tools to enhance instruction and simulate real-world engagement environments.
5. Assessment of students' ILR proficiency levels to tailor lessons accordingly, aiming for spontaneous use of the target language in culturally appropriate contexts.

Period of Performance
The contract will be performed over a period from November 1, 2025, to October 31, 2030.

Place of Performance
The services will primarily be performed at Fort Bragg, NC, with potential travel required both within the Continental United States (CONUS) and outside (OCONUS) as specified.
