Description

The work to be performed pursuant to this procurement consists of performing the following work on the USS FORREST SHERMAN (DDG 98):
Overhaul of #1 Fuel Oil Purifier, in accordance with Specification Item 541-22-004 and Overhaul of #2 Fuel Oil Purifier, in accordance with Specification Item 541-22-002. The work will be accomplished utilizing Fiscal Year 2026 Operation and Maintenance, Navy (OPN) funds in the estimated amount of (REDACTED). The work must commence no later than (REDACTED) to allow the Prime Contractor to plan and integrate it into the existing large and complex work package. The Government's minimum needs have been verified by the certifying technical and requirements personnel.

Background
The contracting activity is the Mid-Atlantic Regional Maintenance Center (MARMC), United States Navy (USN), located in Norfolk, Virginia. This justification outlines the need for additional work under Contract Number N00024-26-C-4403 awarded to BAE Systems, Norfolk, VA. The primary goal of this contract is to ensure the operational readiness of the USS FORREST SHERMAN (DDG 98) by performing critical repairs on its fuel oil purifiers.

Work Details
The work to be performed includes:

- Overhaul of #1 Fuel Oil Purifier in accordance with Specification Item 541-22-004
- Overhaul of #2 Fuel Oil Purifier in accordance with Specification Item 541-22-002.

This work is essential as the purifiers are vital components of the ship's propulsion and power generation system. Without these purifiers, the ship cannot remove contaminants from fuel, which is necessary for maneuverability and power generation. The urgency of this work arises from the fact that parts from these purifiers were removed to support another vessel's deployment commitments, rendering them inoperable. The repairs must be integrated into the existing Dry-Docking Depot Modernization Availability work package to align with the ship's operational commitments following its availability period.

Period of Performance
The work must commence no later than June 08, 2026, and is expected to be completed within a timeframe that aligns with the ship's operational schedule leading up to its next deployment.

Place of Performance
Norfolk, Virginia

Bidder Requirements
BAE Systems, Norfolk is identified as the only company capable of performing this required work due to its current involvement with the USS FORREST SHERMAN in dry-dock. The nature of this urgent repair necessitates that no other bidders can fulfill this requirement without causing delays and additional costs.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on Contract N00024-26-C-4403, awarded to BAE Systems Maritime Solutions Norfolk for $142,595,856 (11/10/25–08/10/27). That prior effort covers FY26 depot modernization period work for USS FORREST SHERMAN (DDG 98), including extensive dry-dock and pier-side maintenance and repairs across multiple ship systems. The current procurement’s focus on overhauling the #1 and #2 fuel oil purifiers aligns with the same ship-specific depot modernization maintenance scope and timing, suggesting the purifier overhauls are part of the continuing availability repair package.
