Notification to Inform Industry of the Posting of Amendment 0004 to Solicitation #W9113M-24-R-0062, Design, Development, Demonstration, and Integration II (D3I2) Domain 2 (D2) and Conformed Copy through Amendment 0004   3

On behalf of the U.S. Army Space and Missile Defense Command (USASMDC), the U.S. Army Contracting Command-Redstone (located in Huntsville, Alabama) is issuing this formal notification to inform industry of the posting of Amendment 0004 to solicitation W9113M-24-R-0062, Design, Development, Demonstration, and Integration II (D3I2) Information Integration, Data Exploitation and Enhanced Warfighter Capabilities Domain 2 (D2), which was issued on January 05, 2024.

Amendment 0004 to RFP solicitation W9113M-24-R-0062, extends the proposal due date from 02:00 p.m. Central Standard Time (CST), 27 February 2024 to 02:00 p.m. CST, 04 March 2024; revises Section L Instructions, Conditions, and Notices to Bidders in the following sections: (1) Section J, Attachment 03, D3I2 D2 Cost Price Proposal Worksheet; (2) Section L-4.b; (3) Section L-5.e; and (4) Section L-5.l.

This notice also informs industry of the posting of a conformed copy of solicitation W9113M-24-R-0062 (conformed through Amendment 0004), which was posted in PIEE SM on February 16, 2024.

Additionally, of importance, per RFP Amendment 0003, please reference the proposal submittal instructions as stated in RFP Section L-6.1.c (PART 3) which state, offerors shall provide a fully completed and signed prime contract offeror's SF 33 [conformed through Amendment 0004], Items 12 through 18; signature by the offeror on the SF 33 constitutes an offer, which the Government may accept. Also, include solicitation documents that include ... signed acknowledgements of all issued RFP amendments. Therefore, a prime contract offeror's Volume I proposal submission shall include a signed SF 33 with all listed amendments (Block 14 of SF 33), as well as acknowledgment of each amendment (Block 13.E of SF 30) by signing and include the first page of each amendment.

Note that the conformed copy of the RFP solicitation (which includes RFP Amendment 0001, RFP Amendment 0002, RFP Amendment 0003, and RFP Amendment 0004) shall be used for proposal purposes and Government evaluation of proposals.

Please note that the USG formally released the D3I2 D2 solicitation on January 05, 2024, with proposals to be received by the Government not later than 02:00 p.m., Central Standard Time (CST) February 27, 2024; Amendment 0004 to RFP solicitation W9113M-24-R-0062, extends the proposal due date from 02:00 p.m. Central Standard Time (CST), 27 February 2024 to 02:00 p.m. CST, 04 March 2024. Note that questions/comments must have been received not later than 02:00 p.m., Central Standard Time (CST), January 18, 2024, while OCI mitigation plans must have been received not later than 02:00 p.m., Central Standard Time (CST), January 22, 2024. (At this time, the Government is not accepting additional questions regarding the RFP solicitation or its amendments, Q&A Sets 1, 2, 3 or 4, and/or OCI submittal instructions.) The proximity date of award is on/about February 05, 2025.

For this acquisition, the following applies as stated in the posted RFP solicitation:

• Contract Type: Multiple award indefinite delivery, indefinite quantity (MAIDIQ) basic contract with cost-plus-fixed fee and firm-fixed-price task orders. This D3I2 D2 requirement is a 100% small business set-aside acquisition that supports the USASMDC mission and is a follow-on to the current D3I MAIDIQ contract. This follow-on D3I2 D2 MAIDIQ requirement includes a combination of the current D3I D2 and D3 contract vehicles. NOTE: The acquisition is open to only small businesses.
