This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, using Simplified Procedures for Certain Commercial Items found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

This is a non-personal services contract to provide Forklift and Aerial Working Platforms (AWP) Rentals. Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) is requesting quotes for a commercial services contract with performance to take place at Naval Air Station North Island (NASNI) San Diego, CA, for Forklift and Aerial Working Platforms (AWP) Rental services.

Details of the requirement are listed in the attached Performance Work Statement (PWS).

This requirement is being competed on an unrestricted basis (full and open). The Government intends to award a 5-year indefinite delivery/indefinite quantity (IDIQ) contract for commercial services with firm fixed priced task orders being issued.

The estimated period of performance (POP) will be 12/1/2025 11/30/2030.

The Contractor is required to complete all attachments and submit them with their quote, per FAR 52.212-1 Instructions to Offerors Commercial Products and Commercial Services (Addendum).

Required documents shall be submitted by 11/20/2025 at 9:00 am PST.

Background
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) is issuing this solicitation for a non-personal services contract to provide Forklift and Aerial Working Platforms (AWP) Rentals. The goal of this contract is to support material handling operations at Naval Air Station North Island (NASNI) in San Diego, CA, by providing essential heavy equipment rental services that are not normally available at the facility. This requirement is being competed on an unrestricted basis, and the Government intends to award a 5-year indefinite delivery/indefinite quantity (IDIQ) contract with firm fixed price task orders.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the rental of forklifts and aerial work platforms as defined in the Performance Work Statement (PWS). Specific equipment required includes:
1) 60' telescopic forklift or equivalent;
2) 60', 80', and 125' AWP with foam filled tires;
3) a 3-ton industrial forklift with specified capabilities including solid foam filled tires and various operational features. The contractor must ensure that all equipment meets safety standards and is operationally maintained throughout the rental period.

Period of Performance
The estimated period of performance for this contract will be from December 1, 2025, to November 30, 2030.

Place of Performance
The work will be performed at Naval Air Station North Island (NASNI), located at 300 Alameda Blvd., San Diego, CA 92135.
