5/28/2025: Re-activation of Solicitation until 6/16/2025 allowing for opportunity to submit revised proposals that the Agency will evaluate under the revised solicitation. Revisions are as follows:

  1. Generators are quoted and listed within the Schedule of Items (SOI) as a separate line item.
  2. Water Barrels/non-staking stabilization items are quoted and listed within the Schedule of Items (SOI) as an optional line item.
  3. Designated Dispatch Point (DDP) is quoted as a physical address (Street name, building number, city, state, and postal code). See Attachment 2: DDP table. New DDP definition impacts 3.4.1 Ordering Procedures.
  4. Mileage compensation for mobilization and demobilization. A mileage payment is based on the rate per mile in the agreement multiplied by the number of round-trip miles from the Designated Dispatch Point (DDP) to the incident (mobilization) and from the incident to the DDP (demobilization). For every increment of 5 resources mobilized/demobilized a mileage payment may be paid. Example: Government orders seven (7) Type 1 Tent Systems, which qualifies for two mileage payments. The example mileage rate in the agreement is $1.50/mile and the number of miles from the DDP to the incident is 225 miles (450 miles round trip). The mileage payment in this example will be calculated as: ($1.50 * 450) * 2 trips = $1,350.00).

4/10/2025: Q&A 2nd round document posted. Mileage example and clarification language has been added to Attachment 1 Schedule of Items and PWS Sections 1.3.2 Contractor Provided Equipment, 3.5.1 Time Under Hire & 3.5.2 Rates of Payments. Section 3.4.1 - Ordering Procedures updated with the following: The ordering activity contacts I-BPA holders by phone and email to check for availability. All emails will be followed up by a phone call. The Contractor whose Designated Dispatch Point is nearest to the incident as determined by the web-based mapping platform Google Maps. In the event there is a tie, to determine nearest resource, the lowest priced will be the determining factor using the awarded rates within the Schedule of Items (SOI) as a standing price quote per FAR 13.103. The rate comparison will be based on total order by each vendor's awarded SOI, including mileage for mobilization and demobilization along with one (1) operational period (Daily Rate).

3/18/2025: To ensure compliance with Executive Orders 14148 and 14208, a FAR class deviation has been issued by the USDA Forest Service amending the clauses with FAR Class Deviation (FEB 2025) removing all references to Executive Order 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability" along with removal of 52.223-22, "Public Disclosure of Greenhouse Gas Emissions and Reduction Goals Representation" and Executive Order 14026 "Increasing the Minimum Wage for Federal Contractors." All 7 CFR 3201 "Guidelines For Designating Biobased Products For Federal Procurement references" are replaced with 7 CFR 4270 "USDA BIOBASED MARKETS PROGRAM: FEDERAL PROCUREMENT AND VOLUNTARY LABELING". The following clauses are removed:

The Department of Agriculture (USDA), US Forest Service (USFS), is soliciting quotes (RFQ) for Tent Systems for use during local, regional, and nationwide fire suppression, all-hazard incidents, and RX Project Work. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAR FAC 2025 02, effective date Jan 3, 2025. Anticipate Solicitation posting within 5-10 days of synopsis publication. Forecast hosting Vendor pre-quote meeting the last week of March.

The Government anticipates awarding multiple preseason Incident Blanket Purchase Agreements (I-BPAs) using a total Small Business set aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 115310, with a small business size standard of $34M.

The US Forest Service (USFS) Wildland Fire Program has an immediate need for tent systems defined as fully enclosed areas for multi-use facilities, including but not limited to: office spaces, meeting rooms, storage for supplies, electronics, food, and accommodation for personnel and first aid/medical facilities. The term tent system is synonymous with yurt. In addition, a tent system requires insulated walls, insulated ceiling, flooring, lighting, a temperature control system and an adequate power and distribution system to meet the requirement provided within the solicitation document.

Background
The Department of Agriculture (USDA), US Forest Service (USFS) is seeking quotes for tent systems to support local, regional, and nationwide fire suppression and all-hazard incidents.

The USFS Wildland Fire Program has an immediate need for these tent systems, which serve as multi-use facilities for various operational needs including office spaces, meeting rooms, storage, and medical facilities.

Work Details
The contractor will provide fully enclosed tent systems that include insulated walls, ceilings, flooring, lighting, temperature control systems, and power distribution systems.
