Forest Service - Region 9 Trails Blanket Purchase Agreement (BPA)

Background
The intent of this procurement action is to enter into multiple Blanket Purchase Agreements (BPAs) under which trail maintenance work may be competed and BPA Calls for project work issued. The USDA, Forest Service, Region 9, is comprised of the 14 National Forests, 1 Tall Grass Prairie and several other specialized units. Maintenance and repair of these trail systems is required on a regular basis. Region 9 has been broken up into sixteen (16) zones. When projects come available in those zones, BPA holders who have indicated interest in covering the applicable zone will be requested to provide a quote.

Work Details
This is a Request for Quotations (RFQ) to establish a pool of vendors for Forest Service Northeast Zone (Region 9) Trail Construction and Maintenance services via BPAs. The solicitation requires vendors to respond fully to the solicitation requirements, provide commercial pricing for all line items, and caution that awards of BPAs are based on the pricing proposed herein. The solicitation also specifies that construction work activities will most often be issued on a lump sum basis or as identified within 'CSI Standard Specifications or Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects.' The solicitation also outlines typical work activities such as Mountain Bike Trails, Off Highway Vehicle Trails, Wilderness Trails, Trail Bridge Construction and Maintenance, Pack and Saddle, and Blasting with Explosives.

Period of Performance
The ordering period will be active from 10 years from date of award.

The geographic locations where the construction projects will be performed are divided into multiple zones including Allegheny NF, Chequamegon-Nicolet NF--Northern WI, Blackwell Job Corps Center, Chippewa & MIFC, Forest Product Lab (FPL), Green Mountain NF - Central & Southern VT, Finger Lakes NF - Hector/Lodi NY, Hiawatha NF - East/West, Hoosier NF, Huron Manistee NF - East/West, Mark Twain NF – Potosi-Fredericktown/Poplar Bluff-Eleven Point/Salem-Rolla-Houston/Ava-Willow Springs/Cassville/Cedar Creek/Mingo Job Corps Center, Midewin Tall Grass Prairie, Monongahela NF/Harpers Ferry Job Corps Center/Ottawa NF/Shawnee NF – West/East (Mississippi Bluffs/Hidden Springs), Superior NF/Wayne NF - Athens/Ironton/Marietta/White Mountain NF.
