Forest Service - Region 9 Roads Blanket Purchase Agreement (BPA)

Background
The USDA, Forest Service, Region 9, is comprised of the 14 National Forests, 1 Tall Grass Prairie and several other specialized units. These National Forest System units have a variety of road systems which support all Forest missions for public users and agency staff. Maintenance and repair of these road systems is required on a regular basis.

The intent of this procurement action is to enter into multiple Blanket Purchase Agreements (BPAs) under which road construction and maintenance work may be competed and BPA Calls for project work issued.

Work Details
This is a Request for Quotations (RFQ) to establish a pool of vendors for Forest Service Northeast Zone (Region 9) Road Construction and Maintenance services via BPAs. Vendors are cautioned that as awards of a Blanket Purchase Agreements are based, in part, on the pricing proposed herein, subsequent vendor quotes for specific unit BPA calls must be representative and reflective of those rates or they shall be removed from the pool of vendors for that work activity. The general activities used for future call orders will generally be a firm fixed price service.

There may be a need for more complex work requirements than listed in the scope of work. Construction work activities will most often be issued on a lump sum basis or as identified within 'CSI Standard Specifications or Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects.'

Period of Performance
The ordering period will be active from 10 years from date of award.

The geographic locations where the construction projects will be performed include various zones within Region 9 such as Allegheny NF, Chequamegon-Nicolet NF, Blackwell Job Corps Center, Chippewa & MIFC, Forest Product Lab (FPL), Green Mountain NF, Finger Lakes NF, Hiawatha NF, Hoosier NF, Huron Manistee NF, Mark Twain NF, Mingo Job Corps Center, Midewin Tall Grass Prairie, Monongahela NF, Harpers Ferry Job Corps Center, Ottawa NF, Shawnee NF, Superior NF, Wayne NF, White Mountain NF.
