The purpose of RFP Amendment 001 is to: extend the deadline for Offeror submission of Phase I responses to no later than 11:00AM ET on Monday, August 11, 2025, post Offeror-proposed questions with Government answers (Q&As), and post an updated Phase I RFP Letter.

All Offerors will be given additional time to submit their Phase I response. Phase I submissions received prior to RFP Amendment 001 will be evaluated by the Government unless resubmitted by the above deadline.

Request for Proposal (RFP) - Foreign Military Sales (FMS) Follow On Technical Support (FOTS) IDIQ

This is a combined synopsis/solicitation for commercial support services as a full and open competition in accordance with Federal Acquisition Regulation (FAR) 12.603 procedures, and establishment of a single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, FAR 16.504. The North American Industry Classification System (NAICS) code is 541330 Engineering Services. This is a new requirement (no incumbent Contractor).

The scope of this requirement is to provide commercial support services for foreign partners who have received Excess Defense Articles (EDA) or new defense articles from the U.S. Government (USG) through the Foreign Military Sales (FMS) program. The required technical support is asset-specific and fulfills a need that is not met currently within country.

The Government intends to award one (1) single-award IDIQ and reserves the right to award without exchanges or communications based on initial submissions. All interested and qualified vendors are encouraged to participate. The period of performance of the IDIQ contract is inclusive of a 12-month base ordering period and four (4) consecutive 12-month ordering periods, anticipated to be effective no later than September 30, 2025-September 29, 2030.

Solicitation number 70Z02325R92200002 is issued as an RFP. This solicitation incorporated clauses in effect through Federal Acquisition Circular 2025-04 Effective May 12, 2025. This solicitation is being issued using a two-phased approach. Following the evaluation of Phase I, the Government will provide an advisory notice to Offerors indicating the likely chance of success, should the company choose to continue to Phase II.

Background
The U.S. Coast Guard (USCG) is issuing a Request for Proposal (RFP) for Foreign Military Sales (FMS) Follow On Technical Support (FOTS) as a full and open competition. The purpose of this contract is to provide commercial support services for foreign partners who have received Excess Defense Articles (EDA) or new defense articles from the U.S. Government through the FMS program. This requirement is new, with no incumbent contractor, and aims to fulfill specific technical support needs that are currently unmet within the partner countries.

Work Details
The contractor will be responsible for providing a range of technical services and supplies related to FMS, including but not limited to:

Period of Performance
The period of performance for the IDIQ contract includes a 12-month base ordering period followed by four consecutive 12-month ordering periods, anticipated to be effective from September 30, 2025, through September 29, 2030.

Place of Performance
The contract will primarily be performed in Washington, DC, but may also involve work at foreign shipyards outside the continental United States.
