The National Air and Space Intelligence Center (NASIC) is seeking support for their Foreign Materiel Exploitation (FME) Squadron located at Wright-Patterson AFB, OH. The FME Squadron is responsible for developing and managing the Air Force FME program, which involves the timely exploitation of foreign aerospace and electronic systems. The work to be acquired includes scientific and technical intelligence engineering in the areas of Air, Cyberspace, Space and Counterspace, and Ballistic Missiles. The contractor will be responsible for developing software tools for reverse engineering complex devices, as well as providing software maintenance and training. The contract will have a period of performance of approximately 1 year with 4 option years.

The contractor will be required to develop, test, and train software tools and techniques for reverse engineering complex devices. This includes the development of specialized tools for digital data conversions, analysis methodologies, and model development. The contractor will also provide support for system reviews, technical interchange meetings, and status reviews related to the design/development/testing of new or modified software. Additionally, the contractor will be responsible for providing subject matter expertise in reverse engineering of digital devices.

The place of performance for this contract is primarily at Wright-Patterson AFB in Ohio. However, there may be additional work required at various locations within the CONUS as stated on the DD254. The contractor will be responsible for providing all personnel necessary to perform the work, including engineers and support personnel. Key personnel must have valid TOP SECRET/Sensitive Compartmented Information (TS/SCI) security clearances.
