Included with Amendment are attachments 3 and 11.This is a non-personal service(s) contract to provide medical laboratory testing services (Force Readiness Infectious Disease Screening) for the detection of 4th Generation Human Immunodeficiency Virus(es) (HIV) 1/2 Antigen/Antibody, Hepatitis B Surface Antibody (HBsAb), Hepatitis B Surface Antigen (HBsAg), and Hepatitis C Virus (anti-HCV). Questions in regards to this RFP are due 10 days after issuance of this solicitation.

Background
This is a non-personal service(s) contract to provide medical laboratory testing services for the detection of 4th Generation Human Immunodeficiency Virus(es) (HIV) 1/2 Antigen/Antibody, Hepatitis B Surface Antibody (HBsAb), Hepatitis B Surface Antigen (HBsAg), and Hepatitis C Virus (anti-HCV). The contract is issued in support of the Defense Health Agency, U.S. Military Entrance Processing Command (USMEPCOM), and the Navy Bloodborne Infection Management Center (NBIMC). The Assistant Secretary of Defense for Health Affairs (ASD (HA)), Under Secretary of Defense for Personnel and Readiness (USD (P&R)), and the General Counsel of the Department of Defense (DOD) are responsible for establishing policies, procedures, and standards for the identification, surveillance, and personnel management of military service members who have serologic or other evidence of HIV infection.

Work Details
The contractor shall provide medical laboratory testing services for infectious disease testing, including collection supplies, specimen collection/preparation/shipment instructions and training, customized shipping, courier services, specimen testing, result reporting, specimen storage/re-aliquot/final disposition services, information management systems, and help desk customer support services. The contractor shall employ FDA-approved tests, software, testing instruments, and methodologies. The workload volume includes receiving specimens from U.S. Army Medical Treatment Facilities (MTFs), U.S. Army Reserve Health Readiness Program (RHRP) sites, U.S. Army National Guard (ARNG) sites, U.S. military Clinical Laboratories from outside the continental United States (OCONUS), and U.S. Navy Military treatment facilities.

Period of Performance
The contract includes a 5-month phase-in phase-out period from October 1, 2024 to February 27, 2025 for the initial phase-in phase-out task. Additionally, there is a 60-month ordering period for the Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Place of Performance
The geographic locations include USA MEDCOM AHCA in JBSA FT SAM HOUSTON TX; USMEPCOM in Bethesda MD; and various worldwide submitting activities.
