June 05, 2018 Force Measurement Support Services (FMSS) Solicitation

This notice is a Request for Proposal (RFP) issued NASA FAR Supplement (NFS) 1815.201.

Offers shall comply with the terms, conditions and instructions contained in the RFP. This cover is for informational purposes only to assist offerors with the preparation of bids. The RFP takes precedence over this cover sheet. Your attention is drawn to the following areas:

1. RFP Section L contains important information on proposal preparation. RFP Section M sets forth the evaluation methods for award.

2. Comments - The Government intends to award the contract resulting from this solicitation without discussions. See Section L provision FAR 52.215-1, INSTRUCTIONS TO OFFERORS - COMPETITIVE ACQUISITION (FEB 2017). To facilitate this process, we would like to avoid situations where proposals include substantive exceptions to the proposed contract terms and conditions, which might be unacceptable to the Government and, therefore, preclude award. The resolution of any exceptions to terms and conditions prior to receipt of proposals will aid the Government in its intention to award without discussions and thus streamline the procurement process.

3. The FMSS procurement will be NAICS code 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 1,250 employees is applicable to this procurement.

4. Provision L.10 (c), 1852.215-81, PROPOSAL PAGE LIMITATIONS, includes specific page limitation and format requirements. PAGES SUBMITTED IN EXCESS OF THE LIMITATIONS SPECIFIED IN THIS PROVISION WILL NOT BE EVALUATED BY THE GOVERNMENT.

5. Questions and comments shall be submitted no later than 12:00pm (EST) June 20, 2018. See provision L.4.

6. Please contact the Contract Specialist for badging instructions to gain access to Langley Research Center. If hand delivering your proposal a badge requests must be requested 72 hours in advance.

7. Section L, contains the proposal due date and delivery requirements. Section M, contain important information on proposal evaluation.
