For The Record (FTR) Touch Court Reporting Equipment

The United States Coast Guard (USCG) intends to negotiate, on a sole source basis, a Firm-Fixed Price (FFP) award to FOR THE RECORD INC. Address: 10760 Demarr, White Plains, MD 206953. This procurement is being conducted under simplified acquisition procedures in accordance with FAR parts 12 and 13.

The purpose of the acquisition is to replace the Coast Guard Legal Service Command's (LSC) existing court-reporting equipment. The court reporting software that will solely be used with the FTR Touch equipment is called FTR Gold. The FTR Gold court reporting software is the standard court reporting software used by the entire Coast Guard; however, the software is not compatible with the Coast Guard standard workstation. The FTR Touch court reporting equipment will be used as a stand-alone, non-network piece of court reporting equipment to be used by the LSC court reporters during courts-martial and other courtroom proceedings.

This action is being taken in accordance with FAR 13.106-1(b). A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice. This notice serves as both a synopsis of the requirement and public notice of the USCG's intent to sole source. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All responses shall be submitted to the Purchasing Agent, Marvin F. Williams via email to Marvin.F.Williams@uscg.mil by 9:00am EST on September 8, 2019 reference no. 70Z02320QGLS06100. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with FTR as the only source and a delivery order will be issued without any additional notices being posted.

As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG's public notice requirements.
