Purpose:

The purpose of this Sources Sought Synopsis (SSS) is to identify potential sources and determine if the repair, overhaul or sustaining engineering services of the NSNs/Part Numbers listed in Attachment A can be acquired on a competitive basis or as a Small Business Set-Aside. This is a SSS for market research purposes ONLY. The Enterprise Tinker Commodity Council at Tinker AFB is requesting information for the procurement of repair, overhaul or sustaining engineering services to determine available sources for the NSNs/Part Numbers listed in Attachment A. NO solicitation is available at this time. Requests for a solicitation will not receive a response. This SSS is open to all types of businesses including small businesses. Responses to this notice will be carefully and completely considered to determine if a competitive environment exists or can be created.

INSTRUCTIONS:

1. Below is a document containing a description of the requirement and a Contractor Capability Survey, which allows you to provide your company's capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

DESCRIPTION

The purpose of this Sources Sought Synopsis (SSS) is to identify potential sources and determine if the repair, overhaul or sustaining engineering services of the NSNs/Part Numbers listed in Attachment A can be acquired on a competitive basis or as a Small Business Set-Aside. This is a SSS for market research purposes ONLY.

The Enterprise Tinker Commodity Council at Tinker AFB is requesting information for the procurement of
repair, overhaul or sustaining engineering services to determine available sources for the NSNs/Part Numbers
listed in Attachment A. NO solicitation is available at this time. Requests for a solicitation will not receive a
response.

This SSS is open to all types of businesses including small businesses. Responses to this notice will
be carefully and completely considered to determine if a competitive environment exists or can be created.

The information in this notice is based on current information available to date. This information is subject to
change and is not binding on the Government. Any updated information will be provided in future
announcements, if applicable and posted electronically on the Federal Business Opportunities website at
www.fbo.gov. Contractors not responding to this SSS will not be precluded from participation in any future
solicitation, if issued.

This SSS is being released under North American Industry Classification Systems (NAICS) Code 334511 which has a corresponding Size Standard of 1250 employees. Items on Attachment A have been purchased under other NAICS Codes to include 336412, 336413, 334513, 334515, 541330, 811213, and 811219.

A substantial number of the NSNs/Part Numbers listed in Attachment A were previously included in SSS FA8109-13-R-1003. The Government is interested in all businesses to include, Small Businesses, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice, if applicable, and identify your small business status to the identified NAICS code.

TENTATIVE PROGRAM REQUIREMENTS: Tentative program requirements are listed in Attachment A. The
requirement for a pre-award qualification for repair or overhaul services are identified to the corresponding NSN in Attachment A. The existence of pre-award qualification requirements are NOT of themselves an indicator an item is available for full and open competition. Part II. Capability Survey Questions

A. General Capability Questions:

1. Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide.

2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).

3. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9001, AS9100, etc.)

4. Describe your company's capabilities for generating, handling, processing and storing classified material and data.

5. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized to generate these data products and what formats are available for delivered items.

6. Describe your company's capability to obtain or manufacture molds/tooling. Also, provide information on your type of molding process.

7. What is your company's current maximum production capacity per month? Provide information on any facility reserves you may possess to increase production capacity in the event of an immediate need do to critical operational mission requirements.

8. Are there specific requirements in the documentation that we provide that would currently preclude your product from being a viable solution to our requirement?

9. Include a detailed listing of facilities and equipment, including quantities, required to satisfy the requirements of this effort.

Background
This Performance Work Statement (PWS) was issued by the U.S. Air Force 429th Supply Chain Management Squadron (429 SCMS/GUMB) at Tinker AFB to establish an enterprise‐level repair contract for Honeywell parts.

The goal is to ensure timely overhaul, repair, and sustaining engineering support for Honeywell line replaceable units (LRUs), shop replaceable units (SRUs) and components.

This supports maintaining aircraft system readiness and meeting operational schedules.

Work Details
• Provide all labor, material, quality systems and vendor services necessary to dismantle, inspect, repair, rebuild or overhaul LRUs, SRUs and individual components identified in the HERC schedule, restoring items to like‐new condition per Honeywell OEM specifications.
• Perform teardown, test and evaluation (TT&E) on items to diagnose faults and verify serviceability.
• Manage condemnation candidates: report items whose repair cost exceeds 75% of latest acquisition cost, obtain approval before Beyond Economical Repair (BER) condemnation, and dispose of non‐repairable items per government‐approved procedures.
• Follow Government Technical Orders at Honeywell’s discretion and comply with all applicable Honeywell OEM documents for repair, overhaul and TT&E procedures.
• Implement Over & Above (O&A) work, cannibalization, surge and MICAP requirements as directed by Task Orders.
• Provide packaging, handling, shipping and transportation in compliance with applicable regulations and MIL‐STD requirements.
• Deliver engineering services including configuration management, Engineering Change Proposals (ECPs), technical services, nuclear hardness verification, lead‐free electronics compliance, and counterfeit risk management.
• Maintain a documented quality program covering acceptance processing, electrostatic discharge (ESD) control, and adherence to DRILS repair data and Commercial Asset Visibility Air Force (CAVAF) reporting.
• Conduct program management activities: collaborative forecasting, status reporting, data reporting, meetings and conferences, manpower reporting, No Fault Found (NFF)/RETOK dispositions, and safety and health compliance.
• Manage and account for government property: calibration of support equipment, physical inventory control, and other property control functions in accordance with agency property management regulations.

Place of Performance
Work to be performed at contractor facilities capable of meeting Honeywell OEM repair and overhaul requirements, with coordination through 429 SCMS/GUMB at Tinker AFB for shipping, receipt and government interface.

Bidder Requirements
Bidders must demonstrate a Honeywell‐approved quality system and a Counterfeit Risk Management Plan.

They must have government‐approved property control procedures and ESD control processes.

They must be capable of complying with all referenced technical publications (DRILS, OEM Technical Orders) and disposal requirements.
