1. Introduction:

The Federal Aviation Administration (FAA) Airport Rescue and Fire Fighting (ARFF) Section (ANG-E261) is inquiring to procure for a contractor to technical expertise, engineering and labor to support ARFF research projects

2. Incumbent Contractor:

Battelle Memorial Institute Inc.

3. Nature of Competition:

The acquisition strategy for the procurement has not been determined at this time.

4. General Information:

  • This is not a Screening Information Request or Request for Proposals of any kind;
  • The FAA is not seeking or accepting unsolicited proposals;
  • The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and
  • Any costs associated with the market survey submittal is solely at the interested vendor's expense

5. North American Industry Classification System (NAICS) is 541715- Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1,000 employees.

6. Submittal Requirements Interested companies must provide the following information:

a) Capability Statement demonstrating the capability to perform the requirements in the attached Draft Statement of Work (SOW)

b) Examples of previous contracts, agreements, or completed commercial projects, showing experience providing similar services.

  • Provide examples demonstrating your ability to manage a fire testing laboratory.
  • If applicable provide a list of all current Electronic FAA Accelerated and Simplified Tasks (eFAST), FAA- Systems Engineering and Technical Innovation Solutions (SETIS), and GSA Advantage/Schedule Contracts.

c) Business Size (Large or Small). If small please indicate if your firm is A Socially and Economically Disadvantaged Small Business (8(a) Certified), Service-Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone Small Business, Women Owned Small Business, and/or Economically Disadvantaged Women-Owned Small Business

The submitted Capability Statement is LIMITED TO 7 PAGES and must be presented in Microsoft word in size 12 Times New Roman text.

  • The FAA will not be conducting a pre-proposal conference and/or a site visit prior to submittals in response to this market survey announcement.

Background
The Federal Aviation Administration (FAA) Airport Rescue and Fire Fighting (ARFF) Section (ANG-E261) is seeking to procure a contractor to provide technical expertise, engineering, and labor to support ARFF research projects.
The goal of this contract is to enhance the FAA's capabilities in fire fighting research and development.

Work Details
The contractor will be responsible for the following tasks:
1. Submit a Project Plan that guides research execution and control of objectives, including background information, objectives, plans, estimated schedule, costs/time, and deliverables.
2. Develop a Test Plan detailing objectives, resources, processes, procedures, methods, operations, responsibilities, workflow, personnel, etc.
3. Provide an Outline for deliverables that previews the final report structure.
4. Prepare Draft & Interim Reports summarizing methodology, data summaries, findings/results, conclusions, and recommendations.
5. Deliver Draft Final & Final Reports with thorough reviews and incorporation of FAA comments within specified timelines.
6. Submit weekly status updates summarizing activities performed by personnel and vehicle inspection reports covering operational conditions of ARFF research vehicles.
7. Provide a Deliverable Summary Presentation using the ATRD Mini-Deck Template at an executive level.
8. Revise documents/deliverables upon request from the Contracting Officer Representative (COR).
9. Create a Data Analysis Plan detailing methods for data analysis supporting research objectives including visualization methods.
10. Produce graphics such as diagrams and illustrations to support research objectives as outlined in Task Orders.

Period of Performance
The period of performance for this contract may include a base year and up to four additional one-year ordering periods.

Place of Performance
The contract will require frequent travel across multiple locations in the United States including fire research facilities and ARFF vehicle manufacturers.
