Background
The USDA Animal Plant Health Inspection Service (APHIS) is issuing solicitation number 12639526Q0082 as a Request for Quotation (RFQ) for the procurement of Foot and Mouth Disease Virus (FMDV) Enzyme Linked Immunosorbent Assay (ELISA) Kits.
This acquisition is aimed at stockpiling these kits within the National Animal Vaccine and Veterinary Countermeasures Bank (NAVVCB) to support the agency's mission in animal health and disease prevention.
The solicitation is unrestricted, allowing all responsible sources to submit quotations.

Work Details
The contract requires the delivery of FMD ELISA Kits that meet specific criteria:
- Must be DIVA compatible and able to detect antibodies against FMDV non-structural 3ABC proteins.
- Must be licensed/permitted by the Center for Veterinary Biologics (CVB).
- Kits must be capable of being stored under appropriate conditions at the contractor's location.
- Delivery of kits to designated locations upon request is required.
- The kits must test serum from cattle, sheep, and pigs and be compatible with standard ELISA plate readers.
- They must not contain select agent biological material and should not require additional reagents beyond those provided with the kit (laboratory grade water excluded).
- Each kit must provide 400 or more reactions and have the capability to destroy/dispose of expired kits upon request.
Unit pricing must include all costs associated with furnishing, delivering, and performing all work required under the contract in a complete manner.
This is a fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with estimated quantities listed in the pricing schedule.

Place of Performance
Delivery will occur at designated locations as specified by the USDA APHIS.
