Background
The Defense Commissary Agency (DeCA) is seeking a contractor to provide food waste removal and disposal services for commissary locations in Hawaii. The period of performance will be for a base period from January 1, 2024, through December 31, 2024, with the potential for four one-year option periods extending performance through December 31, 2028. This acquisition is being issued as a 100% Small Business Set-Aside.

Work Details
The contractor is responsible for the removal/pickup/disposal of grocery store food waste from specified DeCA Commissary locations. This includes organic waste primarily from the Produce Department, store salvage, and dairy products. The contractor must comply with federal, state, and local regulations regarding the removal, transportation, and disposal of organic food waste. They are also responsible for maintaining equipment and vehicles in a clean and well-maintained condition, purchasing and replacing food waste containers, and providing monthly pickup reports.
The period of performance is for one base year of 12 months and four 12-month option years.

Place of Performance
The contract will be performed at the following locations: Pearl Harbor Commissary, Schofield Barracks Commissary, Hickam Commissary, and Kaneohe Bay Commissary.
