Foms Software Development

Background
The Federal Aviation Administration (FAA), specifically the Flight Program Operations (FPO) Aircraft Engineering Team, is seeking qualified vendors to support the development of the Flight Operations Management System (FOMS) Mobile and Web Application.

The goal of this contract is to enhance flight crew productivity and improve the management of Flight Program activities through comprehensive agile software engineering, application modernization, maintenance, and system information security support.

Work Details
The contractor will provide the following services:
1. Agile software engineering for both FOMS mobile and web applications.
2. Application modernization efforts to improve functionality and user experience.
3. Ongoing maintenance and support for both applications.
4. System information security support to ensure compliance with federal standards.

The FOMS mobile application will assist flight crews in creating reports, managing offline daily flight logs, conducting risk assessments, and synchronizing operational flight data on iOS devices.

The FOMS web application suite will facilitate flight scheduling, planning, dispatching, tracking flight inspections (FITS), scheduling inspections (FIST), fuel billing and reconciliation (FBR), and report processing (FIRPS).

Period of Performance
The contract is anticipated to have a one-year base period with up to four one-year option periods.

Place of Performance
The work will be performed onsite at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK.

Bidder Requirements
Vendors must demonstrate relevant experience in software development projects similar in size and complexity within the last five years, specifically in native iOS mobile applications, Java enterprise web applications, and API integration with external systems.

Bidders must also show capability to supply personnel who meet required labor categories and qualifications, including eligibility for FAA Personal Identity Verification (PIV) badging and compliance with federal personnel security requirements.
