The Government anticipates issuing an Invitation for Bid (IFB) with the intent of awarding a Firm-Fixed Price construction contract for Folsom Dam Raise Dikes 1-6.

Project Description: The Folsom Dam Raise Project is a Flood Risk Management project at Folsom Lake, California which will provide system-wide flood damage reduction benefits when combined with the Common Features Project efforts within the Sacramento Valley.

Work consists of raising Dikes 1, 4, 5 and 6, 3.5 feet by constructing a floodwall structure along a combined 6,841 feet of crest. A new embankment dike, Dike 3 with a crest length of 1614 feet, will be constructed 80 feet upstream of the existing dike. Dike 2, with a crest length of 1765 feet, will be a 3.5 feet toe-to-crest raise. Riprap will be placed on the upstream side of all the dikes.

The Government is particularly interested in embankment excavation, open trench excavation; compaction with material processing, transport, and temporary storage; structural concrete work using cast-in-place or slip-form methods; and relocation of utility and security features.

In accordance with DFARS 236.204(i) the estimated magnitude of construction is expected to be between $25,000,000 and $100,000,000. This prospective contract action will be conducted using NAICS Code 237990 (Other Heavy and Civil Engineering Construction). The size standard is $39.5Million. Product Service Code is Y1LC (Construction of Tunnels and Subsurface Structures).

The solicitation will proceed as an Unrestricted acquisition and is estimated to be issued on or about March 3, 2023, with bids due tentatively on April 3, 2023. The IFB will be issued on the Government Point of Entry known as SAM.gov and will establish a firm bid due date/time.

The site visit date, time and location will be identified in the solicitation.

BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE PRE-SOLICITATION, SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.

The only INTERESTED VENDORS LISTS (plan-holder's/bidder's list) is available via SAM.gov. Contractors are responsible for self-identifying as interested vendors and viewing other interested vendors. Contractors should check SAM.gov frequently for any changes to the interested vendors list and notice.

Any available technical data required to respond to the solicitation will be furnished as part of the solicitation. Following solicitation release, all responsible sources may submit a bed that shall be considered by the agency.
