FOIA Case Management System and Support Services   2

Background
The National Labor Relations Board/FOIA Branch has a requirement for a FOIA Case Management System and Support Services Solution. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in the attached Request for Quote (RFQ). The purpose of Amendment No. 1 is to provide answers to vendor questions and update the following RFQ documents: RFQ, PWS, and RTM.

Work Details
The contractor is required to provide personnel, software, and services necessary to perform the effort described in the attached Performance Work Statement (PWS). The SOW includes details on the FOIA Case Management System and Support Services, such as service level agreement, system security assessment and authorization requirements, requirement traceability matrix, past performance information template, clauses incorporated by reference, electronic invoicing and payment requirements, orders for commercial products and services, potential agency-level protest procedures, and IT security requirements including functional, strength, and assurance requirements.

Period of Performance
The period of performance is one 12-month base period and four 12-month option periods. The estimated effective date is April 1, 2023.

Place of Performance
The place of performance is specified in the attached Performance Work Statement (PWS).
