Description

The National Highway Traffic Safety Administration (NHTSA) is an operating administration of the United States Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce economic costs due to road traffic crashes. The agency develops, promotes, and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies associated with vehicle use and highway travel.

As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSSs). Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable FMVSS.

Under this compliance test program, NHTSA's Office of Vehicle Safety Compliance (OVSC) will select vehicles and items of motor vehicle equipment for compliance testing. OVSC relies upon the data and analyses generated by the testing to support its investigation whether a vehicle manufacturer's self-certification is valid.

The Government reserves the right, under this contract, to conduct any or all of these compliance tests in each year, in addition to other occupant protection related testing and analysis in the area of general traffic safety as needed.

Work Details
The Contractor shall provide qualified personnel, facilities, materials, supplies, equipment, and services necessary to perform inspection, compliance testing, and reporting services to assist NHTSA in determining conformance of motor vehicles to the requirements of FMVSS No. 208 (Occupant Crash Protection), FMVSS No. 212 (Windshield Mounting), FMVSS No. 219 (Windshield Zone Intrusion), FMVSS No. 301 (Fuel System Integrity), and FMVSS No. 305 (Electric-powered Vehicles: electrolyte spillage and electric shock protection).

The tests for FMVSS Nos. 212 and 219 shall be performed in conjunction with the FMVSS No. 208 crash tests as specified in OVSC Test Procedure TP-208-15. The Contractor will also conduct post-test restraint deactivation processes as needed. This contract is an Indefinite Delivery, Indefinite Quantity (IDIQ), Firm Fixed-Price (FFP) Contract with Cost Reimbursement elements for towing, parts, dealer repairs; contractor purchased child restraints; and battery disposal.

Period of Performance
The contract term shall not exceed sixty-six (66) months from the effective date inclusive of two (2) twelve-month base periods, three (3) twelve-month option periods, and one (1) six-month option to extend services.

Place of Performance
The work will be performed at locations designated by NHTSA as needed for compliance testing.
