DISCLAMER: This is a Request for Proposal. The Naval Air Warfare Center- Aircraft Division (NAWCAD) at Patuxent River, MD, announces its intention to procure on a competitive basis, the services to provide logistical support for the International Sustainment Department (ISD). ISD supports the Security Cooperation Program Office (SCPO), also known as the SYSCOM Security Cooperation Office (SSCO), logistics requirements for multiple international partners nation capabilities procured under foreign military sales (FMS), building partner capacity (BPC) funds, and International Cooperative Programs (ICPs). This includes support for multiple NAVAIR platforms, weapons, and commodities and support of all logistics elements associated with the acquisition, production, and sustainment of international partners? weapons systems. This procurement will be a full and open competition. The North American Industry Classification System (NAICS) code 541330, Engineering Services, with a small business size standard of $47,000,000. The Product Service Code (PSC) for this requirement is R706, Support-Management: Logistics Support. The Government intends to award, 100% small business set aside, a Single Award (SA) Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Offeror who proposed the best overall value, with an estimated award date of 12 March 2024. The contract will have a five (5) year ordering period. The solicitation number is N00421-23-R-0027. See attached RFP with attachments. The Government will not accept or respond to telephone calls or requests for meetings with potential Offerors about this requirement. Questions and Answers are attached from industry regarding the draft RFP posted on sam.gov. Offerors shall submit all proposal volumes in response to this RFP electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) portal at https://piee.eb.mil. Offerors and their subcontractors shall ensure the proper company points of contact are registered on the site. No other submissions, or other electronic system, are authorized for use by the solicitation. Questions regarding the solicitation shall be submitted in Procurement Integrated Enterprise Environment (PIEE) via the Contracting Communication Module (CCM) at https://piee.eb.mil. Each question or comment should reference the applicable document, page number, and paragraph number. For additional information about using the CCM, refer to https://pieetraining.eb.mil/wbt/xhtml/wbt/ccm/index.xhtml. Offerors shall not include any proprietary information in a question, because the Government will provide the question and answer to all potential Offerors. All questions must be submitted no later than 2:00 PM Eastern Time of the 14th calendar day after the date that this solicitation is issued. Background
The solicitation is for FMS Logistics Sustainment Services, which will provide Life Cycle Logistics (LCL) support services for 12 Integrated Product Support (IPS) elements to new and existing Foreign Military Sales (FMS) customers. The requirement covers all phases of the acquisition life cycle, including new program logistics support, sustainment, and disposal. The countries to be supported may include various countries under different commands that require Integrated Logistics Support (ILS) services.

Work Details
The work includes providing Integrated Logistics Support (ILS) for Foreign Military Sales (FMS) Programs in accordance with Section C, Performance Work Statement, and as identified on individual task orders. The labor categories include Program Manager, Project Officer, Aviation Logistics Planner, Senior Management Systems Analyst, Financial Analyst, and others. The contractor shall maintain the capability to prepare documents and software packages compatible with the IT environment through the security classification of Unclassified.
Approximately 20 percent of work will be performed at Government site and 80 percent at Contractor site. The contractor shall deliver a progress and financial status report as per the Contract Data Requirement List (CDRL A001). Technical Data and Information shall be delivered as per the requirements of the Contract Data Requirements List.

Period of Performance
The contract shall commence on March 12, 2024, and shall continue for a period of 60 months. However, the period of performance may be extended through the option provisions contained in the contract.

Place of Performance
Approximately 20 percent of work will be performed at Government site located in Patuxent River, Maryland and Patuxent River field activities.
