NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The U.S. Railroad Retirement Board intends to solicit, negotiate, and award a delivery order via GSA Schedule GS-35F-281DA to CGI Federal, Inc., 12601 Fair Lakes Circle, Fairfax, VA 22033 for CGI Momentum software licenses for the RRB's core financial system - Financial Management Information System (FMIS), as well as hosting, operations and maintenance and help desk support services for that system. The Delivery Order will consist of a base period of September 30, 2023, through September 29, 2024, plus four one-year options to extend the term of the delivery/task order. The RRB shall award to the incumbent contractor, on a sole source basis under authority of FAR 8.405-6(a)(1)(i)(C), the order will be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to a previously competed Federal Supple Schedule order already issued, as the original order (RRB12C006) was placed in accordance with the applicable Federal Supply Schedule ordering procedures and was not issued on a sole-source or limited-source basis. The total proposed value if all options are exercised is $11,538,157.00. CGI Federal Inc. is the sole manufacturer/provider of the software maintenance for restricted Momentum Enterprise Software. Momentum software suite is proprietary, only CGI has access to the source code. CGI Federal, Inc. currently hosts and supports a version of CGI Momentum version 7.9 (internally known as RRB's FMIS) that is customized to satisfy the RRB's requirements. The customized system is hosted in an external FedRAMP-compliant cloud environment. FMIS also interfaces with RRB legacy applications as well as other Federal agencies critical to the RRB. The estimated duplication of costs associated with purchasing new hosted Enterprise Financial Software solutions other than Momentum to satisfy requirements, and potentially maintaining parallel systems, is $2M to $3M per year. Additionally, because of a federal financial mandate relative to the use of the UEI number and the phasing out of the DUNS number, the RRB invested $1.8M in FY 2022 to upgrade FMIS. A decision was made by the RRB's CFO, in coordination with the Senior Procurement Executive to recover the $1.8M investment by continuing with the current contractor on the current platform until a Return on Investment (ROI) is realized. The RRB has recently confirmed through its market research that CGI Federal does not authorize any other commercial sources to provide the CGI Momentum software licenses and related services that the RRB requires. Therefore, the only way that the RRB can satisfy its requirement to maintain the FMIS system in its current form is to directly procure the licenses from CGI Federal, Inc. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations or proposals. However, responses received to proposals@rrb.gov by 06/30/2023 at 1PM Central Time will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to cancel the Sole Source Award.
