Description

The purpose of this requirement is to obtain Equal Employment Opportunity (EEO)/Diversity, Equity, Inclusion and Accessibility (DEIA) support for the FMCS EEO Office. Areas of support will include, but are not limited to, managing, and executing initiatives of the FMCS DEIA Strategic Plan and the FMCS Equity Strategic Plan; providing guidance, assistance, and training, as needed, to FMCS employees and supervisors; and executive level administrative support to the EEO Director.

It is expressly agreed and understood that this is a non-personal services contract as defined in Federal Acquisition Regulation 37.101, under which the services performed by the contractor are rendered in its capacity as an independent contractor. The Government will evaluate the quality of the service provided but retains no control over the contractor's employees or agents. The contractor is solely liable for, and expressly agrees to indemnify the Government with respect to any liability producing acts or omissions by it or by its employees or agents.

Background
Federal Mediation and Conciliation Service (FMCS) is an independent federal agency responsible for preventing or minimizing work stoppages by assisting labor and management to settle disputes through mediation, promoting sound labor-management relationships, and advocating collective bargaining, mediation, and voluntary arbitration. FMCS’s mission includes developing the art, science, and practice of conflict resolution and fostering constructive joint processes to improve labor-management relationships, employment security, and organizational effectiveness.
This requirement is to obtain Equal Employment Opportunity (EEO)/Diversity, Equity, Inclusion and Accessibility (DEIA) support for the FMCS EEO Office to manage and execute initiatives of the FMCS DEIA Strategic Plan and FMCS Equity Strategic Plan, provide guidance, assistance, and training to FMCS employees and supervisors, and provide executive level administrative support to the EEO Director.

Work Details
The contractor shall:
manage, track, monitor, and execute initiatives of the FMCS DEIA Strategic Plan and FMCS Equity Strategic Plan;
track and monitor EEO complaints through the full complaint lifecycle;
provide guidance and assistance to ensure timeliness and compliance with EEO regulatory requirements and processing of all phases of informal and formal complaints;
provide EEO/DEIA guidance, assistance, and training to FMCS employees and supervisors;
assist in developing or updating FMCS EEO and DEIA directives, policies, and procedures;
assist with preparation of all EEO-required reports including annual Management Directive 715, annual and quarterly No Fear Act reports, Form 462, and annual updates to the FMCS DEIA and Equity Strategic Plans;
provide executive level administrative support to the EEO Director;
and maintain and update EEO/DEIA materials and records as appropriate.

Period of Performance
One-year base period with the option to extend for up to three additional one-year periods, for a total contract duration not to exceed four years.

Bidder Requirements
The contractor must provide one EEO/DEIA specialist with:
working knowledge and experience interpreting EEO laws, regulations, executive orders, presidential directives, court decisions, federal reasonable accommodation and disability programs, and administrative legal guidelines;
experience tracking and maintaining EEO regulatory files;
experience processing and resolving informal and formal EEO cases and/or alternative dispute resolution;
experience developing or supporting EEO, DEIA, or special emphasis programs;
experience applying qualitative and quantitative techniques to analyze and measure agency EEO statistical reports including Management Directive 715, Barrier Analysis Process (Form 462), and No Fear Act reports;
experience drafting EEO directives, policies, procedures, and ADR policies;
experience developing EEO and DEIA trainings;
excellent oral and written communication skills;
ability to organize and manage multiple project assignments and program planning and execution;
and strong attention to detail.
